Description

The Georgia World Congress Center (GWCC) opened its doors in 1976 as a 350,000-square-foot exhibit space. Since opening, the GWCC has gone through major expansions in 1985, 1992, and 2002 to meet the needs of growing conventions and special events. From its beginnings as a single exhibition hall (Building A), the GWCCA campus now includes multiple exhibit halls, the 21-acre Centennial Olympic Park, Mercedes-Benz Stadium, International Plaza, multiple parking decks, the College Football Hall of Fame, Junior Achievement Discovery Center and the 3.9-million- square-foot convention center. Project Delivery Method - The delivery method for this Project will be Design-Build. The Owner will contract with a General Contractor/Construction Manager, as the lead, who has teamed with a Design professional, in order to perform the Design-Build Services. Project Budget - The preliminary Stated Cost Limitation (SCL) or construction cost of the Project is estimated at $25,850,000.00 (this amount includes cost of the design professional services component of the design-build team for the design and construction phase administration services). The final SCL may be revised by the Owner due to final programmatic requirements, funding availability or other circumstances. Project Schedule - It is anticipated the Design-Builder services will commence in September of 2022. Design phase and preconstruction services are expected to begin immediately upon execution of the contract. The start of construction is contingent on the availability of funding (All of the dates above are estimates which are subject to change.) Work will not be permitted above spaces where events are in session and on the last day of event movein. Adjacent spaces including adjacent event spaces and public concourse areas may also be affected if noise will impact events. Since the event schedule is subject to frequent updates, a firm event schedule is not possible to provide at this time. Within this schedule context, it is the GWCCA's desire to expedite completion of the project and would encourage consideration of working on multiple areas of the facility simultaneously as a means of shortening the overall schedule. Deadline for submission of written questions and requests for clarification (See 4. Submittals of Questions and Requests for Clarification below) 7/12/2022 2:00 PM The deadline for submission of questions relating to the RFQ is the time and date shown in the Schedule of Events shown above. All relevant and significant questions that have been submitted in writing prior to the deadline will be compiled, and answers will be posted to the project information on the Georgia Procurement Registry at Georgia Procurement Registry (state.ga.us). Questions from interested Proposers about any aspect of the RFP, or the project, shall be submitted in writing (e-mail is preferable) to: Jeff Lacks, Director Procurement e-mail: jeff.lacks@gsfic.ga.gov Deadline for finalist submission of written questions and requests for clarification 8/11//2022 2:00 PM Questions from Proposers about any aspect of the RFP, or the project, shall be submitted in writing (e-mail is preferable) to: Jeff Lacks, Director Procurement e-mail: jeff.lacks@gsfic.ga.gov The Owner reserves the right to disqualify a proposer from the selection process due to a failure by a proposer to arrive for the site visit by the scheduled time. Failure to attend a mandatory site visit will automatically result in disqualification from the selection process. Firms are encouraged to review and become familiar with the terms and conditions of this agreement. GSFIC does not intend to modify any language contained in general terms and conditions of the agreement, and any significant exceptions proposed by a firm could lead to a firm being deemed non-responsive. This request is not an offer to contract or a solicitation of bids. This request and any proposal submitted in response, regardless of whether the proposal is determined to be the best proposal, is not binding upon GSFIC and does not obligate GSFIC contract for any services. Neither GSFIC nor any Proposer will be bound unless and until a written contract mutually accepted and executed by both parties. The Owner reserves the right to waive non-compliance with any requirements of this RFQ/RFP and to reject any or all Statements of Qualifications or Proposals submitted in response
