Description

The County reserves the right to conduct an independent investigation of any information, including prior experience, identified in a Request for Qualification Application by contacting project references, accessing public information, contacting independent parties, or by any other means. The Applicant does not have sufficient financial ability to perform the project. Evidence that the Applicant can acquire a surety bond from a corporation included on the United States Treasury list of acceptable surety corporations that is properly licensed in the Commonwealth of Virginia in the amount and type required by the County shall be sufficient to establish the financial ability of the Applicant to perform the contract resulting from such procurement. The awarded contract and all subcontracts that are formed from this solicitation process will be required to pay wages and follow reporting procedures in accordance with the Department of Labor and Industry prevailing wage rates and procedures. More information on this will be included in Step Two. Phase IV of the Loudoun County Courts Complex expansion includes the renovation of and improvements to approximately 58,700 square feet of space in the existing courthouse, including modifications to the Circuit Court courtrooms, shared hearing rooms, small courtroom, Circuit Court Judicial offices, Circuit Court support areas, Juvenile and Domestic Relations (J&DR) courtrooms, J&DR Court Clerk, Court support areas, Juvenile Court Services, Court Administrator, and the Circuit Court Clerk. The Courts Complex Phase IV project will also include improvements to the Valley Bank Building, an 11,800 SF facility, which will house the Law Library Improvements to the courthouse shall include demolition, finishes, partitions, doors, mechanical, lighting, and low voltage systems. Audio-visual system improvements will be required in the existing courtrooms. Exterior improvements shall include masonry point up, repair of wood trim, exterior painting, and deep cleaning. Exterior site work will be associated with the relocation of the courthouse's staff entrance and at areas of existing water infiltration. Improvements to the historic Valley Bank will include demolition, structural reinforcement, masonry point up, windows, doors, interior finishes, mechanical, lighting, and low voltage systems. The estimated construction cost for the Courts Complex Phase IV is $17.0 million to $25.0 million. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Question Deadline 10/30/2023 at 5:00 PM ET If the Applicant is a limited liability company, partnership, or joint venture, describe the bonding approach that will be used and the members of such organizations who will have joint and several liability for the performance of the work required for the Project. A single 100% performance bond and a single 100% payment bond shall be provided regardless of any cosurety relationship. The Courts Complex Phase IV project includes the renovation of approximately 78,500 square feet (SF) of space in two (2) buildings, the existing courthouse and the historic Valley Bank Building.
