Description

Lea County Landfill Cell 6 Earthwork. Parkhill Project # 01561421 Contact the Labor Relations Division for any questions relating to Public Works projects by email at public.works@state.nm.us or call (505) 841-4400 Project consists of furnishing all equipment, labor, and materials for the construction of Cell 6 as shown and specified in the Construction Plans, Project Technical Specifications, Construction Quality Assurance Plan, and Contract Documents. The issuing office for bidding documents is Parkhill, 333 Rio Rancho Blvd, NE, Suite 400, Rio Rancho, New Mexico, 87124, 505.504.7753. Prospective Bidders may examine and obtain bidding documents at the issuing office as noted. Bidding Documents also may be examined at the office of Lea County Historic Courthouse, 100 N. Main Street, Suite 11, Lovington, New Mexico 88260. No partial sets issued. Neither Owner nor Engineer will be responsible for full or partial sets of bidding documents, including addenda if any, obtained from sources other than the issuing office. Each Bid shall be submitted in accordance with Section 00 20 13 "Instructions to Bidders" and shall be accompanied by a Bid Security in the amount of 5 percent of the amount bid. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond in accordance with the Instructions to Bidders and the General Conditions. The Bid shall also include a signed Non-Collusion Affidavit of Prime Bidder, a signed Certificate of Bidder Regarding Equal Employment Opportunity, Certificate of Non-Segregated Facilities, and Acknowledgement for Receipt of Addenda. The Successful Bidder shall, upon Notice of Award of Contract, secure from each of his subcontractors a signed Non-Collusion Affidavit of Subcontractor and Certificate of Subcontractor Regarding Equal Employment Opportunity. Bidders and their Subcontractors must possess an applicable license to perform the Work under this Contract, as stipulated by the New Mexico Construction Industries Rules and Regulations. Failure to include this additional information with the Bid may result in classification of the Bid as non-responsive. By submission of Bid, Bidder acknowledges all requirements of the Contract Documents and agrees to comply with all requirements thereof. Wages paid on this Project shall not be less than the minimum Prevailing Wage Rates listed in the Contract Documents. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, sexual orientation, or national origin. Bidders on this Work will be required to comply with the President's Executive Order No. 11246 as amended. The Procurement Code, 13-1-28 through 13-1-199 NMSA 1978 (as amended), imposes civil, misdemeanor, and felony criminal penalties for its violation. In addition, the New Mexico criminal statutes impose felony penalties for bribes, gratuities, and kickbacks. The Project is subject to New Mexico Work Force Solution Wage Rate Decision.
