Description | Site Directions: Intersection of W Park Drive and Bartlett Street, approximately 1.3 miles east of the intersection of US Highway 24 and SR 9 in Huntington, IN. The site of raceway reconstruction is located in Huntington Memorial Park in Huntington, Indiana. The site may be located using the Bippus, Indiana 7- 1/2 Minute Topographic Map in Section 15, Township 28 North, Range 9 East. The general vicinity of the site is shown on the enclosed Site Location Map (Appendix A). An aerial photograph of the site taken in 2018 is provided in Exhibit 1 below. The scope of work for this project includes, but is not necessarily limited to, masonry cleaning and tuckpointing of channel sidewalls, construction of curb below sections of undermined wall, reconstruction of failed sections of wall with concrete foundation and salvaged native glacial stone, flowline treatment with native glacial stone, and surface restoration as specified in the Contract Documents. Bidders are responsible for the timely delivery of their bids. All bids shall be in sealed envelopes bearing the Project title, Memorial Park Stone Water Race Rehabilitation and include the name and address of the bidder. All bids shall include fully completed and executed Contractors Bid for Public Work Form 96 and E-Verify Certification. All bids shall include written evidence establishing bidder qualifications and demonstrating experience and competent workmanship in three historic masonry preservation projects of similar size and scope in the last five years. Each Bidder is responsible for inspecting the Project site and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid. The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to construct the project. The Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to construct the project. It is anticipated that the City of Huntington will take bids received under advisement and that a recommendation of award may be made at the Board of Public Works and Safety January 3, 2023, meeting. This project is funded in part by a grant from the National Park Services Historic Preservation Fund Program administered by the Indiana Division of Historic Preservation and Archaeology. Compliance with all applicable federal, state, and local laws, rules, and regulations is required, including: federal and state audit requirements, prohibition on lobbying activities, the Copeland Anti-Kickback Act, the Energy Policy and Conservation Act, the National Occupational Safety and Health Act, the Lead-Based Paint Poisoning Prevention Act, the Architectural Barriers Act, and Executive Orders and Department of Labor regulations regarding Equal Employment Opportunity.All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over the project shall apply to the project throughout. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to construct the project |
