Description

The Proposals will be opened and read immediately thereafter for furnishing all labor, material, and equipment necessary for and incidental to the construction of the new: Flying High Workforce Training Center Bidders shall be responsible to submit Proposals based on all information available. Proposals submitted based upon incomplete documents are done so at the risk of the Bidder. The project site is located at 1414 Kensington Avenue @ Bissel Street, Youngstown, Ohio 44505. Request for Information (R.F.I.) may be submitted up to Sunday, September 11, 2022, 1:30 p.m. (4 days) before opening for the purpose of clarifying questions and concerns of prospective bidders. These R.F.I. s are to be only submitted electronically to Brandon Colangelo of Sipp Tepe Architects at starchbrand@gmail.com Bid Parameters: GC Bid Forms will be available after On Site meeting and all bidders are required use this .word document for formal bid submission. This Contract work shall utilize Ohio Prevailing Wage Requirements. Domestic Steel Use Requirements as specified on Section 153.011 of the Revised Code apply to this project. Copies of Section 153.001 of the Revised Code can be obtained from any of the offices of the Department of Administrative Services. All steel products must meet the requirements of the ODOT CMS 106.09. In accordance with sections 153.05 and 153.54 of the Ohio Revised Code, For all bids in excess of FIFTY THOUSAND ($50,000.00) DOLLARS, each bidder shall provide with their bid, a certified check representing TEN (10%) PERCENT of the proposal, drawn on a solvent bank, and payable to the Flying High Inc. or a bid bond in the sum of TEN (10%) PERCENT of the proposal in lieu thereof must accompany each and every proposal as a guarantee that if the bid is accepted, a contract will be entered into with the Flying High Inc., in the manner provided by law. A performance bond in the amount of 100% of the contract price will be required at the time the bidder enters into the contract. Bids of Corporations not chartered in Ohio MUST be accompanied by proper certifications that such Corporation is authorized to do business in Ohio AND Mahoning County. Attention of the Bidder is directed to the requirements that each proposal must be accompanied by a noncollusion affidavit, properly executed by the Bidder. Further, the successful Bidder will be required to execute an affidavit required by Sec. 5719.042 of the Ohio Revised Code. No payment shall be made on any Contract for which no such affidavit has been submitted. The Contractor and all sub-contractors for this project must be enrolled in the Ohio Bureau of Workers Compensation Drug-Free Workplace Program or in a similar program approve by the Bureau of Workers Compensation. Any Contractor that does not meet his requirement will have their bid deemed nonresponsive and cannot be awarded the contract. Flying High Inc. reserves the right to reject any or all bids and to waive informalities. In addition, Flying High Inc. reserves the right to participate in state contracts which the Department of Administrative Services, Office of State Purchasing has entered into for the purchase of supplies, services, equipment and certain materials pursuant to Ohio Revised Code Section 125.04. No bids may be withdrawn for at least ninety (90) days after the opening thereof. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, sex or national origin per section 153.59 of the ORC.
