Description

Assisting NNRHA in the development and marketing ofprogram and outreach materials. Forwarding approved invoices to NNRHA for payment. IV. Proposal Preparation and Submission: A. General Requirements: 1. RFP Response: Page 3 of 7 Providing weekly contractor performance and compliance oversight during the construction phase to include periodic site visits to ensure work is being performed according to federal, state and local laws and regulations. Attend meetings as requested. Issuing the IFB to approved contractors and managing the evaluation ofthe bids and recommendations for contract award and contract execution. Assisting in the settlement of any disputes between contractors and property owners, including issues relating to warranties. Conducting the final inspection, upon notification ofproject completion, preferably with the homeowner present. Ifit is determined that the project is not completed, develop a "punch list" with a follow-up inspection ofitems to be completed. Conducting an initial exterior inspection of each property to determine the presence of any code violations, as well as the intent ofthe homeowners relative to the work. Providing a quarterly program and financial report to include expenditures for each project. Utilizing information from the homeowner, exterior inspection and application for assistance in preparing the scope ofwork and the Invitation for Bid (IFB). Preparing a confidential cost estimate to determine ifthe project cost is within the program guidelines. Reviewing contractor payment requests. The review shall include compliance with prevailing wage rates, if applicable. Reviewing change order requests and along with NNRHA determine the disposition of the request.
