Description

Bidder question deadline remains Tuesday, March 15, 2022, at 5:00 PM. The estimated budget is $7,000,000 to $9,000,000. The Work will rehabilitate Heads Creek Reservoir Dam and construct a new raw water intake structure and conduit in unincorporated Spalding County, Georgia. Demolition and earthwork on the existing embankment will include: removing portions of the existing principal spillway, demolishing the existing intake structure and portions of the existing box culvert, grouting portions of the existing box culvert and structures to be abandoned, removal of the existing raw water main, lowering/flattening portions of the remaining earthen embankment, and removing existing downstream fill materials and alluvium soil. The rehabilitation will include the following new additions: constructing a new concrete chute spillway over the existing embankment with auger cast piles, geotextiles, and spillway underdrain with cleanouts and check valves, armoring the lowered portion of the embankment with articulated concrete block, building a new dual chamber raw water intake structure, connecting a new 24-in raw water line to the existing main, constructing a new a new 36-in drawdown pipe and impact basin, installing a new seepage collection system (incorporating portions of existing seepage collection system), and foundation drains, construction of drainage swales and outlet channel protection, installing eleven observation wells, and any necessary appurtenances to the above listed structures including but not limited to ladders, gates, hatches, grating, and guards. During construction, it will be necessary to do the following work to protect planned construction: dewatering, cofferdam construction, and installation, maintenance, and removal of erosion, sediment, and pollution control measures. As a Bid Alternate, the Contractor shall: Maintain the reservoir's normal operating level no lower than elevation 767.0, which is two feet below the current normal pool level, during the performance of the Work and provide a continuous raw water connection (minimum 24-inch diameter) from the reservoir to the City of Griffin's Pump Station located directly downstream of the Project. The Work will be partially funded by a federally assisted state revolving fund through the Georgia Environmental Finance Authority (GEFA). Therefore, bidders are required to submit all forms and follow all conditions listed in the GEFA Supplemental General Conditions for Federally Assisted State Revolving Fund Construction Contracts and GEFA American Iron and Steel Special Conditions and information for Federally Assisted State Revolving Fund Construction Contracts. These include but are not limited to demonstrating compliance with Disadvantaged Business Enterprise (DBE), Equal Employment Opportunity (EEO), and Davis Bacon Act requirements. The United States Environmental Protection Agency (EPA) public law 113-76, the Consolidated Appropriations Act, 2014 (Act) includes an "American Iron and Steel" (AIS) requirement that requires State Revolving Loan Fund (SRF) assistance recipients to use iron and steel products that are produced in the United States for work in this project. At Bidder's request, printed copies are available for a non-refundable cost of $350.00. Payment shall be made to the Issuing Office. The cost of printing Bidding Documents and shipping is non-refundable. Upon Issuing Office's receipt of payment, printed Bidding Documents will be sent via the prospective Bidder's delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. The Bidding Documents will include one full-size set of Contract Drawings with a printed copy of the Bid Submittal Documents (Book 1), Project Manual (Book 2), Appendix (Book 3), Technical Specifications, and supporting material. Partial sets of the Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from a source other than the Issuing Office. Bidding Documents may be examined at the Issuing Office Monday through Friday, between the hours of 9:30 AM - 4:30 PM. Each Bidder must be a Bidding Document Holder and shall provide a copy of current Utility Contractor License as issued by the State of Georgia. Bids submitted by Bidders not on the list of Bidding Documents (Plan) Holders with the Issuing Office will not be opened. Bidders shall submit proof of qualifications to perform the Work as described in Section 00 20 00 - Instructions to Bidders. The Contractor Question Deadline is Tuesday, March 15, 2022, at 5:00 PM. The Contract Time allowed for Substantial Completion is 365 calendar days, and the time allowed for completion and readiness for final payment is 425 calendar days as set forth in Section 00 5200 - Agreement. Each Bid must be accompanied by a Bid Bond completed on the attached Bid Bond Form with good and sufficient surety or sureties approved by the Owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the OWNER in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract, in lieu thereof, in the form of a certified check, cashier's check, or cash in equal amount. Performance and Payment Bonds, each in an amount at least equal to 110 percent of the contract amount and a Certification of Insurance will be required from the low bidder prior to award of the Contract. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
