Description | As of December 20, 2023, an engineer has been selected and this project is in design. Further details regarding design and construction have not been identified. A firm timeline for construction has not been established. A detailed scope has not yet been released. *The closed solicitation has been included below for reference: The purpose of this RFQ is to select consultant team to provide detailed engineering design services for trenchless installation of utilities beneath Fleming Channel, from Trumbo Point Annex to Fleming Key, including drawings, specifications, installation method procedures, utility connections, equipment specification, and cost estimates. These services and the required qualifications include, but may not be limited to, the following: o civil engineering design o bidding package development o construction cost estimation o subsurface exploration and geotechnical evaluation services It shall be the responsibility of the consultant team to produce and complete plans and specifications for the design and engineering of Trenchless Installation of Utilities Across Fleming Channel, in addition to providing bidding documents, construction cost estimate, work zone traffic control plans, and provide plans and information to coordinate with and obtain federal, state, and local agency permits. During construction, consultant team shall be available to advise on significant omissions and material substitution requests. Project makes use of the microtunneling trenchless installation method for installing a 72-inch steel casing for placement of (1) 30-inch ductile iron pipe sanitary sewer, (1) 24-inch steel casing for the 12-inch reclaimed water line, (1) 18-inch steel casing for the eight-inch water line, and (4) four-inch electrical conduits. Consultant team shall prepare preliminary design reports and cost estimates for the 60% and 100% detail design level and complete final detailed design and bidding documents. Detailed scope of work encompasses specification of the microtunnel boring machine (MTBM) with slurry supply and recovery system, soil separation plant, operations power supply, and laser direction controller; access shaft construction for tunneling operations including type, locations, size, depth, and construction method and notation to groundwater table challenges; utility connection vaults, pipeline extensions and materials and methods for making connections. Scope of work includes development of the work plan that will incorporate safety protocols and best management practices (BMPs) for safe operations and environmental protection. City is conducting the environmental review, permitting, and easement for the microtunnel design and construction project. Geotechnical site investigation was completed, including two standard penetration test borings to 40-foot depth and two standard penetration test borings to 75-foot depth. Boring planned for Fleming Key Channel was abandoned due to inability for locate contractor to perform the work. Permit authorization for the in-water boring has been obtained. Consultant team may carry out and complete this boring. The City of Key West reserves the right, at its sole discretion, to accept or reject any and all responses and to waive informalities or irregularities when it is in the best interest of the City The method of contractor selection has not been determined at this time. |
