Description

Remote Sensing Water Leak Detection for the Department of Utility Operations, Division of Water Distribution. The City of Ashland through its City Manager, reserves the right to accept all or to reject all or any part of the bid should it be deemed to be in the best interest of the City of Ashland. -(2) Full system scans for the City ofAshland's water distribution system. Approximately 300 linear miles ofpipe. -The initial satellite imagery scan shall be conducted within 30 days and completed within 60 days of notice to proceed. -The timing ofthe second scan will be agreed upon by the City ofAshland and the successful bidder and shall be completed within 180 days ofthe date ofthe initial scan. -Identify leaking treated water from water pipelines using remote satellite technology by acquiring and analyzing satellite imagery. -Services provided should be by non-invasive technology. No deployment of sensors, meters, or other hardware within the distribution system. -Deliver a data-driven, password protected, web-based report ofpotential leak areas. -Provide potential leak areas throughout Ashland's distribution system in a GISbased report with a prioritized list ofpoints ofinterest (possible leaks). -Provide information and identify both surfacing and non-surfacing (background) leaks. -Conduct up to 1.5 hours ofremote training on best practices for leak survey and field inspection protocol. -Provide a Primary contact person for technical and administrative purposes who will interact with the City ofAshland. -Provide a Kickoffmeeting prior to field work for coordination and implementation of a site-specific operational field plan. 10 full days of acoustic leak detection/boots on the ground team for pinpointing leaks.
