Award Details Contract Award Date: Oct 04, 2022 Contract Award Number: W9128A23C0001 Task/Delivery Order Number: Contractor Awarded Unique Entity ID: Contractor Awarded Name: Nan, Inc Contractor Awarded Address: Honolulu, HI 96819 USA Base and All Options Value (Total Contract Value): $44698307.00 The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue an unrestricted solicitation entitled, "FY23 Military Construction Army (MCA) 070551 Child Development Center, Schofield Barracks, Oahu, Hawaii" as described within this announcement. The Government intends to issue a formal solicitation via a Lowest Price Technically Acceptable (LPTA) Request for Proposal (RFP) in accordance with FAR Part 15, which will follow this announcement. Offerors are to provide completed and signed forms on the https://SAM.gov website. It is the Offerors responsibility to check for any posted changes to the solicitation. The North American Industry Classification Code (NAICS) for this requirement is 236220 (Commercial and Institutional Building Construction). The small business size standard for this NAICS code is $39,500,000 average annual revenue. The Government intends to award a firm fixed-price construction contract as a result of this solicitation. Project Description: FY23 MCA Child Development Center, Schofield Barracks, Oahu, Hawaii is a design-bid-build construction project to provide a large standard-design Child Development Center (C DC) under six years of age with adjacent outdoor play areas for children and supporting facilities at Schofield Barracks, and replace the current band practicing facility outside of the C DC project footprint. The Child Development Facility includes developmental learning modules, activity areas, an isolation room, changing areas, patron visitor waiting area, administrative support space, staff lounge work room, commercial kitchen, laundry, storage, supply rooms, information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, Closed Circuit Television (CCTV) installation, and Energy Monitoring Control Systems (EMCS) connection. Additionally, the facility includes outdoor play areas with age appropriate child development equipment, safety surfacing, and fencing. Sustainability and energy enhancement measures are included. In total, the project includes the 37,300 square foot Child Development Center building, 38,311 square feet of playground area, and 146 parking spaces (2,550 square yards). Supporting facilities for the Child Development Center include site development, utilities and connections, lighting, paving, parking, sidewalks, curbs and gutters, storm drainage, information systems, landscaping, and signage. Work will also include installation of video monitoring, alarm, and intercom systems for safety. Seismic construction design will be included in the proposed facility. Air conditioning will be provided by standalone chillers located adjacent to the facility. Measures in accordance with the Department of Defense Minimum Antiterrorism for Buildings standards will be provided. Access for individuals with disabilities will be provided. Additionally, the existing 25 Infantry Division Band practice facility, Building 2102, will be demolished as it is within the footprint of the proposed Child Development Center facility. Demolish 5 buildings at Schofield Barracks, HI (25,155 Total SF). Air Conditioning (Estimated 235 Tons). Place of Performance: Schofield Barracks The performance of period is 1,237 calendar days from notice to proceed. The project magnitude is $25,000,000 to $50,000,000. An organized site visit will be conducted on Thursday, 23 June 2022 at 10:00 a.m., Hawaii Standard Time Participants will meet outside the outdoor recreation center located at Building 2110 435 Ulrich Way Schofield Barracks, Hawaii The procurement will be evaluated on the following factors: (a) Experience; (b) Past Performance; (c) Technical Approach; and (d) Price. Proposals will be evaluated to determine which Offeror provides the best value to the Government utilizing LPTA source selection procedures. The Government intends to award to the Offeror whose proposal is determined to be the best value to the Government.
