Description | City of Summerset Summerset, SD Wastewater Treatment Plant Expansion General Notice The City of Summerset (Owner) is requesting Bids for the construction of the following Project: Wastewater Treatment Plant Expansion The Project includes the following Work: Expansion of the WWTP includes new concrete treatment basins, process equipment, electrical systems, controls and ancillary systems necessary to operate the expanded facility. A new aluminum frame greenhouse style enclosure will be constructed around the new treatment basins. Solids handling improvements include new lined sludge storage lagoons. Site work includes grading, new utilities, process interconnections, fencing, and access road improvements. Bids are requested for a single prime contract. Bids shall be on a lump sum basis. All provisions relative to those acts must be met. Bidders on this work will be required to comply with the President s Executive Order Nos. 11246 as amended, 11518 and 11625 as amended. The requirements for bidders and contractors under these orders are explained in the specifications. Bidders on this work will be required to comply with Title 40 CFR 33 and Executive Order 12138. The requirements for bidders and contractors under this regulation which concerns utilization of Disadvantaged/Minority Business Enterprises (DBE/MBE) and Women s Business Enterprises (WBE) are explained in the specifications. The DBE/MBE and WBE goals for participation in this contract in terms of percentage of contract value are as follows: MBE 1.0 percent; WBE 4.0 percent. The low responsive bidder will be required to certify to compliance with the American Iron and Steel provision of the Consolidated Appropriations Act of 2014. This certification form may be found on page BA-2 of the State Revolving Fund (SRF) General Conditions and must be included in the bid proposal. Please be advised that waivers or exemptions from the American Iron and Steel provisions that cite International Trade Agreements DO NOT comply with the Consolidated Appropriations Act of 2014 as it applies to the SRF programs. Claims from suppliers that the American Iron and Steel provision does not apply to certain products based on the International Trade Agreement exemptions of the Consolidated Appropriations Act of 2014 will not be accepted. The low responsive bidder must assure compliance with the requirements of Public Law 115-232, Section 889, Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment. Contractors must assure that telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities), and video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities) WILL NOT be supplied for the project. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The Project includes constructing the Work broadly described below, in accordance with the Contract Documents, with all related appurtenances. Work shown on the Drawings, or indicated in the Specifications, or indicated elsewhere in the Contract Documents is part of the Work, regardless of whether indicated below. The Work includes, but is not limited to, the following: 1. Construct two new wastewater treatment basins, 2. Construct two new aerobic digesters, 3. Construct a greenhouse enclosure over the new treatment basins and digesters, 4. Construct two new sludge disposal ree d beds, 5. Replace existing aeration blowers with new units, 6. Provide new process equipment, piping, valves, instruments, and controls for a complete system, 7. Provide new electrical systems including a motor control center, backup generator and transfer switch, 8. Provide new HVAC equipment, 9. Update the SCADA system to incorporate new processes and controls, 10. Perform site grading and other site improvements, and 11. Other work not listed but required for a complete functional system |
