Bids received prior to the time of the scheduled bid opening will be securely kept unopened. No Bid received after the scheduled time for opening will be considered. Failure of the U.S. Mail or of any express carrier or delivery service to deliver the Bid prior to the date and time of the above stated Bid Opening shall not be considered due cause for the scheduled time of the Bid Opening to be extended. D-NORTH RAMP Project consists of: Elevating of the current roadway ramp over the levee at LOOP Road to +16 NAVD 88. All civil site work noted on Drawings. Bids must be submitted on the Louisiana Uniform Public Work Bid Form furnished with the Contract Documents. Bid sheets will be issued only to Contractors and/or Subcontractors licensed in accordance with the provisions of LA R.S. 37:2150 through 2173 of the Louisiana Legislature. Contractors desiring to bid shall submit their Louisiana Contractors License Numbers as evidence that they hold a license of the proper classification that is in full force and effect. Bidders are required to comply with La. R.S. 38:2212.B.(5), as may be amended (further described in the Instructions to Bidders). Failure to include a copy of the appropriate signature authorization, if required, shall result in the rejection of the bid as non-responsive. All Bids shall be accompanied by a Certified Check, Cashier's Check or Bid Bond in the amount of five (5%) percent of the amount of the Bid made payable to the South Lafourche Levee District. Failure to do so will result in the Bid/Bids being declared nonresponsive and shall be cause for rejection. A Bid will be considered responsive if it conforms in all respects with the conditions and requirements of the Contract Documents. In order to be considered responsive, the Louisiana Uniform Public Works Bid Form must; (a) be fully completed, and signed and be responsive in all respects to the Contract Documents; (b) be made on the Bid Forms provided. The South Lafourche Levee District reserves the right to reject any and all bids in accordance with State Bid Law. The Bidder must be a properly licensed CONTRACTOR under the provision of Chapter 24 of Title 37, Louisiana Revised Statutes, together with any other applicable laws. Work Classification: Highway, Street, and Bridge Construction. On any Bid submitted in the amount of fifty thousand dollars ($50,000.00) or more, the Bidder shall certify that he is licensed under R.S. 37:2151-2163 and show his license number on the Bid Form above the signature of his duly authorized representative, as well as showing his license number on the outside of the sealed envelope containing his Bid. Attention of Bidders is called particularly to the requirements for conditions of employment to be observed (including but not limited to the Contract Work Hours and Safety Standards Act - 40 U.S.C. 3701-3708). Attention of Bidders is also called to Section 3 of the Housing and Urban Development Act of 1968, Section 109 (Non-Discrimination) of the Housing and Community Development Act of 1974, Section 503 (Non- Discrimination Against Employees with Disabilities) of Rehabilitation Act of 1973, Segregated Facilities, Executive Order 11246, insurance and bonding requirements of the contract documents, and all applicable laws and regulations of Federal government and State of Louisiana. Any person with disabilities requiring special accommodations must contact the OWNER no later than seven (7) days prior to bid opening. Successful Bidder must register with the Lafourche Parish Sales and Use Tax Department for use tax purposes. |
