Description

The Scope of Work under this contract consists of furnishing all supervision, labor, materials, equipment, tools, and associated work necessary to complete the AWOS Replacement project for Talbot County - Easton/Newnam Field Airport. The scope of work for this project includes the removal of the existing AWOS system and installation of a new complete AWOS IIIPT system, including all site work, foundations, wiring, and equipment, both at the AWOS site and at the existing Air Traffic Control Tower (ATCT). All work shall be completed in accordance with the Contract Documents. All questions concerning this bid should be forwarded to Derek.Hollinger@aecom.com. The deadline for receipt of questions is Wednesday, September 14, 2022. All proposals must be received in a sealed envelope and clearly marked: "Bid 22-13, Request for Proposals, AWOS Replacement, EASTON/NEWNAM FIELD AIRPORT (ESN) - EASTON, TALBOT COUNTY, MARYLAND." Sealed bids to be submitted must consist of one (1) hard paper original copy and one (1) hard paper duplicate copy; each clearly marked as such and each placed in the sealed envelope. Electronic bid proposals will NOT be accepted. All bids shall conform to the requirements outlined in the bid documents. Each bid shall be accompanied by all completed bid forms (Form of Proposal, Affidavit, Experience, Buy American Preference, Drug-Free Certification, Contractor Utilization form, Disclosure of Interest, and Bid Tabulation Forms) and a bid guaranty in the amount of 5% of the total bid amount which shall be in the form of a Cashier's Check made payable to Talbot County, Maryland, or a bid bond which is underwritten by a surety company approved by the County. Qualified minority business enterprises (MBEs) and women's business enterprises (WBEs) are especially encouraged to participate. For any subcontracts, the prime contractor shall also encourage the participation of MBEs and WBEs The Bid Package submitted by the successful bidder must be reviewed and approved by the Maryland Aviation Administration prior to award of the Contract. Accordingly, it is intended that the project be awarded to the successful bidder within 90 calendar days of the date specified above for publicly opening sealed bids. All unit prices shall be developed with consideration for project start-up in 2023. The project must be completed and closed out in its entirety by no later than the end of May 2023. The County Council of Talbot County reserves the right to reject any or all bids or to accept any bid, or portions thereof, when, in their judgment, the public will be better served.
