Description

The purpose for this Request for Proposals is to solicit competitive proposals from individual aviation ,aerospace, or other commercial ventures, which require airfield access during its business functions; for the purpose of entering into a long term ground lease with the County of Volusia, Florida, for development of 54.96 acres of undeveloped airside property located adjacent to taxiway Whiskey and in near proximity of the intersection of Runways 16/34 and 7R/25L. Daytona Beach, Florida (see Exhibit A). The referenced property, identified as Parcel 62 (subject site) is owned by the County of Volusia, Florida, and is zoned directly by Volusia County as AP (Airport) zoning category which allows a broad spectrum of commercial, aviation and aerospace land uses. The County’s objective with this RFP is to attract a high quality, financially strong and stable, long term tenant that will be successful and create an aesthetically attractive and pleasing enterprise that will contribute to the economic development and area employment as well as being fully compatible with overall development and operational activity of the Daytona Beach International Airport (“Airport”). The long term ground lease proposals being requested by this RFP shall provide for the successful proposer to design, permit, construct, operate, and maintain a high quality aviation or aerospace commercial enterprise within the Airport’s current AP zoning classification. The lease boundary will be as shown on the survey Exhibit B. The subject site contains a total of 54.96 acres. If the respondent requires more than the 54.96 acres that is represented within Parcel 62, additional acreage located adjacent or in the near vicinity of the advertised parcel, which could be made available and incorporated into the successful proposal. The need for additional acreage should be disclosed in the firm’s proposal. The property has approximately 2,667 feet of frontage along northerly and easterly sides of Bellevue Avenue Extension and is approximately 4,900 feet southwest of South Clyde Morris Boulevard within the city limits of Daytona Beach. The City of Daytona Beach shall be provided an opportunity to review and comment on the development plans. The subject site is located in proximity to the intersection of Interstates 4 and 95. The downtown area of the City of Daytona is located approximately three (3) miles east of the subject site. Other nearby communities include Port Orange, located fifteen (15) minutes drive time south on Williamson Boulevard, and Ormond Beach, located approximately twenty (20) minutes drive time north on Interstate 95. Commercial development uses that will not be considered for this site include any business which does not require airfield access for business operations, non-aviation or non-aerospace uses, uses that create large congregations of people on a routine basis, including any construction that would be greater in height than one hundred and ten (110) feet above mean sea level (MSL), including antennas, towers, signs or appendages. Proposers are instructed to be aware and cognizant of the local environment and that the subject site is located adjacent to Runway 16-34 which will be continuously used as the Airport’s non-primary north/south runway for the term of the agreement with aircraft use to include most types of general aviation and large transport aircraft as well as associated aircraft noise inherent in aircraft operational activity. As part of the development process, the Airport will submit an air space analysis under OE/AAA for advance approval by the Federal Aviation Administration (FAA) as a requirement for proposed development on the subject site. Proposed development may not exceed height or use limitations contained in Code of Federal Regulations (14 CFR) Part 77 and construction activities will be required to have obstruction lighting for cranes as well as permanent obstruction lighting in compliance with FAA Advisory Circular AC 150/5345-45J, Specifications for Obstruction Lighting Equipment, and Chapters 3, 4, 5, and 12 of Advisory Circular 70/7460-1L, Obstruction Lighting and Marking. This information is available on the FAA’s website (faa.gov). The Florida Department of Transportation has constructed a major intersection improvement on Interstate 95 including parts of Interstate 4, the cost of the project was $206 million. The available lease term for the property is thirty (30) years with a minimum new investment requirement by the successful proposer of at least $10 Million Dollars or greater. A longer term may be negotiated if approved by the County and the Federal Aviation Administration.
