Description | Project Number- 21-165 The Project includes the following Work: The Max Rhoads project shall increase the loading capacity and wet weather flow capacity of the existing WRF. During the construction process the plant must continue to receive waste streams and maintain compliance with their effluent discharge permit. The project includes but is not limited to the following proposed improvements: Improve existing oxidation ditches to a biological nutrient removal (BNR) system New blower/electric building, housing new BNR turbo blowers along with a new electric service inclusive of backup generator New tertiary disc filters installed in the existing settling tanks New peracetic acid (PAA) disinfection system New UV building, existing UV disinfection equipment to be relocated New effluent flow metering Improved RAS/WAS pump station, piping, pump, and valving Replacement of gravity sludge thickening equipment New haul waste (leachate, brine) pump station Existing anerobic digestor tank converted to a haul waste EQ New haul EQ return pump station Improved thickened sludge pump station Improved sludge holding tank New bulk storage polymer tank inclusive of ancillary items (mixing pump, piping, and spill containment) Through a Request for Proposal process RWRA pre-selected manufacturers of the following systems: Tertiary Disc Filters, High Speed Turbo (HST) blowers, and a Biological Nutrient Removal (BNR) System. The selected systems are under executed procurement agreements inclusive of price, with an inflationary rider. The contractor shall be assigned the related procurement agreements as part of this project. The project includes the following mandatory additive alternative items: Install a fourth turbo blower Install a third screw press inclusive of ancillary items (sludge pump, mezzanine, polymer feed, and related piping) Clarifier Rehabilitation, three (3) New septic receiving station Kruger - One complete set of Tertiary Filter Replacement Media Xylem Sanitaire BNR System Second Year of Warranty Silane Sealer in the Digester Tank Silane Sealer in the Effluent Tanks at Tertiary Filters TechCrete Waterproofing in the Thickened Sludge Tank Bids are requested for the following Contract: Max N. Rhoads Water Reclamation Facility Improvements. Bids will be received for a single prime Contract. Bids shall be as shown in the Bid Form. The Issuing Office for the Bidding Documents is: Commonwealth Engineers, Inc., 922 State St., Suite 400, Bowling Green, KY 42101. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. to 4:30 p.m., and also at Commonwealth Engineers, Inc., 20 NW Fifth Street, Suite 201, Evansville, IN 47708 on Mondays through Fridays between the hours of 8:00 a.m. to 5:00 p.m. Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below. Bidding Documents also may be examined at the office of the Regional Water Resource Agency (RWRA), David W. Hawes Wastewater Treatment Plant, 1722 Pleasant Valley Road, Owensboro, KY 42303, on Mondays through Fridays between the hours of 7:00 a.m. to 3:30 p.m. Contract Documents will not be sold separate from the web-based service (i.e. All plan holders will be required to purchase through the web-based service). Partial sets of Contract Documents, Specifications and Drawings are not available. Questions pertaining to this project shall be submitted directly to Charlie Dill, or Toby Church, P.E. at Commonwealth Engineers, Inc. via online. Additional questions concerning access to the website may be directed to Commonwealth Engineers, Inc. at (317) 888-1177. All addenda, which may be issued for this Project, will be issued to each plan holder via email. For those whom also purchase printed Contract Documents, printed addenda will be provided as well. All plan holders shall note, the printed documents are provided as a courtesy and do not preclude the plan holder from relying upon the web/email based materials (i.e. delays in mail delivery will not be considered relevant due to all contract document holders access to materials via web/email). No refunds will be issued for this project. The OWNER reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. NO bid may be withdrawn after the scheduled closing time for receipt of bids for a minimum of sixty (60) days. Bid security shall be furnished in accordance with the Instructions to Bidders. The Work will be substantially complete within 730 days, final completion within 790 days after the date when the Contract Times commence to run. |
