Description

INTRODUCTION & BACKGROUND The purpose of the project is to obtain technical, analytical, and strategic support to perform an energy assessment analysis. The contractor shall provide the subject matter expertise and all necessary resources to accomplish the deliverables described in the statement of work. The contractor will identify and analyze energy and water conservation measures and corrective actions for potential investment for 10 locations in the VISN 1 VA New England Healthcare System. The purpose of this effort is to evaluate existing chilled water equipment and systems, and to identify areas for improvement or replacement through documentation review, a survey of equipment, as well as generation and review of a model of the chilled water systems. The goal of this effort is to achieve improved building systems performance and energy efficiency, which can be verified by comparing actual energy consumption to modeled performance, and any observed differences can help the building operator identify potential areas for improvement. The final report and appendices shall include an understanding of optimum flows and loads on the chilled water systems at each campus. The results of this study and model will also help with future design projects by having more accurate information on existing conditions, as well as a better understanding of equipment, pipe chase, valve, gauge, and meter locations. Having a catalogue of equipment capacities, schedules, and sequences of operation will streamline the sharing of information on future design efforts. 1.0 SCOPE: The scope of this project consists of Architectural and Engineer (A/E) services required to complete the project. The period of performance for is 165 calendar days and shall begin upon issuance of the Notice to Proceed (NTP) by the Contracting Officer. The VA will not be responsible for any costs incurred by interested parties in responding to this announcement. This is a Request for Qualifications: The purpose of this notice is to request SF-330 Qualification statements from qualified Small Businesses that have the experience directed at the requirements of the Statement of work. The NAICS code is 541330 and the small business size standard is $16.5 million. Firms must have valid registration in the System for Award Management (SAM). Visit: SAM.Gov to register in this database. SDVOSB/VOSB firms must be verified in VETBIZ under NAICS 541330. Visit: vip.vetbiz.va.gov RESPONSE: Interested Small Business firms must provide their qualifications to the Contracting Specialist no later than 4:00pm EST on 11/15/2022 via email to Jennifer.Willis@va.gov The following information is required as a valid response: (1) A positive statement of your intention to submit a proposal in response to a solicitation for this project and include your firm's Unique Entity (UE) ID Number, your address and Contact information. (2) Evidence of your experience in A/E Services for Chiller Plant Surveys at a Medical facility (please provide contract descriptions, contract dollar amounts and telephone numbers for points of contact - no photographs). (3) SF-330 Architect- Engineer Qualifications completed for the intent of the project. (4) Evidence that your Small Business firm will perform more than 50% of the requirement with a qualified small business team. Failure to submit all information requested will result in a contractor not being considered as an interested Small Business concern. EVALUATION FACTORS: Adjectival Description Exceptional A comprehensive and thorough presentation of extraordinary merit with one or more significant strengths. Offeror's response is clearly superior. Neutral (Applies only to Past Performance) Offeror's performance record, relevant past performance or information on past performance is not available SELECTION PROCESS: The A/E selection will be completed in two stages as follows: In Stage I, interested firms will submit SF-330 Qualification Statements of Capabilities. In Stage II, -A/E team most qualified will be requested to submit a price proposal for negotiations in an issued Request for Proposal. PROJECT INFORMATION: The scope of work for this project is attached. This is a request for an A/E firm to undertake a survey of the chiller plants throughout the VISN1 system of the VA.
