Description

East Side Branch Library Renovation - Phase II Project State Public Library Construction Grant 015B-SC-18 Bridgeport Public Library Lower East Side Branch Library Program Narrative The construction will include roof repair and replacement, facade improvements, signage, a new elevator servicing the three levels, restoration of original staircase to second floor, a staircase to the lower level to be added to give direct egress to outside, a new HVAC system will be installed for the basement and second floor and any improvements required to meet fire and building code. The completed facility will provide approximately 14,000 square feet of space for a full-service branch library in the heart of the East Side of Bridgeport. These improvements to the existing building will benefit the neighborhood by bringing a range of library services to expand the impact that the library has made since opening in February. The Children’s and Teens’ areas will be moved to the newly renovated second floor and provide collections and programs to promote literacy. The Children’s area will be expanded to include space for a story time area and an area for up to ten computer stations. A dedicated Teen Space will have increased area for computers, gaming, and makerspace activities and an area for quiet study. A Community/Programming room will be designed for after-hours access on the first floor. Smaller meeting and study rooms will be built on the second floor to for various purposes. The lower level will be finished to create additional space for future public and staff use. Bathrooms will be added to the new public use areas. Upper East Branch Library Construction Currently under construction, the Upper East Side Branch Library, located in the east side of Bridgeport, will make a positive impact on the neighborhood that is serves. As part of the Bridgeport Public Library’s 2014 Facilities Master Plan, the Upper East Side Branch will bring library services to an underserved area of the city. The branch library will be a technology center where current technology and reliable and fast Internet service will increase residents’ access to computers for employment, educational, and recreational use. Area residents who now use the library’s online catalog and hold system will be able to pick up their holds in a location more convenient to them. There will be an adult marketplace that emphasizes current popular materials and provides spaces for sitting, recreational reading and gathering. The technology center will provide access to maker spaces for children, teenagers, and adults. Patrons will be able to try out new technologies in fields such as VR (virtual reality), podcasting, music production and publishing. The tech center’s resources and collections will appeal to and assist small business owners and individuals preparing for the workforce, thus enabling the branch to be an active part of the economic vitality of the Upper East Side neighborhood. The branch will benefit the community by providing digital literacy instruction that will help bridge the digital divide that exists among economically disadvantaged populations. A community room will be built with outside access for after hour use. This will ensure that the library serves as a community gathering place, another positive benefit to the neighborhood. While the Upper East Side Branch Library’s emphasis is on technology, there will be a full-service children’s department and teen center that will have print and online resources to support academics and recreational reading. Studies have shown that children’ school performance and literacy improve when a public library is in located in their neighborhood, and the quality collections, programs, and services provided by Upper East Side Branch Library in early literacy, kindergarten readiness, and homework help will be another great benefit to the Upper East Side Neighborhood. The scope of services will consist of, but not be limited to, the following: Meet with Library Board of Directors and City Librarian to determine project scope Coordinate and conduct on-site walk through for each project Act as the primary contact/lead for all assigned activities Attend project meetings Write Bid Specs for Library funded facility activities (over $25,000) Write scope of work and request quotes for Library facility activities (Under $25,000) Verify and validate all contractor bids/quotes to justify award to lowest, qualified bidder Review and verify all payment requests Package invoices and back up documentation for payment to contractor Coordinate with the Purchasing Dept, Contract Compliance Office. and the Minority Business Office on all procurement On-site Monitoring for Library funded facility activities Review and manage Library facility master files Prepare progress reports on all Library facility activities and projects as assigned; handle project related problems as required by management of the Library Ensure all Federal, State and Local laws are being adhered to Perform reporting for all grant/bonding requirements Meet with and provide weekly progress updates to the City Librarian Contract as negotiated between the City of Bridgeport and the selected consultants Contract Start Date: on or about January 3, 2022 Contract End Date: June 2024 or completion of Upper East Side construction and Lower East Side Phase II Project, whichever is earlier.
