Description | The Panama City Beach City Council under the provisions of Section 288.055, Florida Statutes, and city policy, request qualifications from professional firms to provide professional engineering services for the Front Beach Road Stormwater Offshore Outfall Project, which consists of a master stormwater basin study, potential design and permitting of fifteen (15) continuous stormwater outfalls to the Gulf of Mexico located on Front Beach Road in Panama City Beach, FL and unincorporated Bay County. The project consists of 3 tasks to be assigned by the City as funding is available. Task 1 will include a basin study to combine two existing City outfalls into a single outfall, and design and permitting of the outfall approximately 1500 feet out into the Gulf of Mexico. Task 2 will include a master basin study to determine other basin combinations to create single outfalls including baffle boxes to all 15 outfalls. Task 3 will include the design and permitting of sediment and nutrient reduction structures for 4 outfalls located in unincorporated Bay County. Consideration will be given to only those firms that are qualified pursuant to law. This project is federally funded. By submitting a letter of response, the Consultant certifies that no principle is presently suspended, proposed for debarment, declared ineligible or voluntarily excluded from participation on this transaction by any Federal Department or Agency. Information regarding the Statement of Qualifications (SOQ) can be obtained at the Panama City Beach Public Services Building, 116 S. Arnold Road Panama City Beach FL 32413. In order to ensure a fair, competitive, and open process, once the project is advertised for a Statement of Qualifications (SOQ), all communications between interested firms and the City must be directed to Kelly Jenkins, Public Works Director, 850-233-5100 or at kjenkins@pcbgov.com. The City envisions entering into a non-exclusive Master Services Agreement for Services with the successful Firm or Team, with specific task authorizations for each proposed project or task being added and approved by the City at its sole discretion. One contract for services is planned. The City anticipates the Agreement will extend through the completion of all projects but will be terminable by the City for convenience or for cause. The City is under no obligation, either express or implied, to approve a task order for design or construction of any particular project, whether named in this solicitation or not. The City reserves the right to accept or reject any and all SOQs in whole or in part, to waive informalities in the RFQ documents, to obtain new SOQs, or to postpone the opening of SOQs, or if unable to negotiate a satisfactory contract to terminate all negotiations under the RFQ and proceed by whatever appropriate means it may elect. Each Statement of Qualifications shall be valid to the City for a period of ninety (90) days after opening. The City of Panama City Beach is an Equal Opportunity Employer.
