Tomoka Farms Road Landfill Class III Stormwater Improvements

Contract include construction of the proposed perimeter ditch system around the existing Class III Landfill in the Tomoka Farms Road Solid Waste Facility (TFRSWF) complete with all excavations and waste disposal, shaping, grading and lining the perimeter ditch with a Geosynthetic Clay Liner (GCL), 24-inches of granular fill protective cover, and sodding. The Work further includes installation of multiple culverts, FFCRS and control structures, and transportation of the excavated materials to the working face of the disposal areas as shown on the plans and as specified. The Work also includes expansion of an existing stormwater pond to the proposed limits and depths, and installation of control structures and other improvements as shown on the plans and as specified. The granular fill excavated from the new pond is to be used for construction of the new perimeter ditch, required 6-inch thick leveling course beneath the GCL and 24-inches of fill protective cover over the GCL, and fill needed to grade the final ditch bank to interface with the landfill side slopes to the limits shown. Any surplus fill from excavation is required to be stockpiling and stabilized by the Contractor in the area shown on the plans. The work includes the services of a professional to design a dewatering plan and obtaining the required dewatering permits from the regulatory agencies for this construction for the Contractor to implement during construction. The excavation of the perimeter ditch may encounter presence of old solid waste that may be considered ClassI solid waste as defined by FDEP. Excavated material which contain Class III solid waste shall be transported and disposed at the working face of the Class III landfill. If the excavated waste is determined to have Class I solid waste characteristics, the excavated solid waste shall be transported to the adjacent North Cell Class I Landfill and disposed at the working face of the landfill.
