Description

The Wood County Commissioners, on behalf of the Wood County Planning Commission, are accepting qualifications from qualified architect and engineering firms to provide architectural and engineering services related to a CDBG Neighborhood Revitalization Grant for the Perrysburg Heights Community Association project in Perrysburg Township, Wood County, Ohio; the CDBG Community Development grant for projects in the Village of Custar, Village of Pemberville and the Village of Risingsun, Wood County, Ohio. Services, in accordance with the CDBG Neighborhood Revitalization Grant program requirements as well as the CDBG Community Development grant program requirements shall include: preparation of bid specifications and plans and other bid related items such as mandatory pre-bid meetings, post-bid meetings, bid recommendation, construction monitoring, design meetings, reviewing change orders if warranted, reviewing and processing invoices for payments and serve as a coordinator between contractors, Village Officials, and Planning Commission Staff. In addition to these duties, the successful firm may need to perform duties related to said NRG and Community Development grants not specifically outlined above, as the specific requirements of the grant may change. Details about the approved projects can be found in the RFQ documentation. Wood County will contract with the firm who can best provide the services described above beginning Date TBD. The County will use competitive negotiation procedures taking into account the following factors and information requested in the Request for Qualifications when making the award: - Experience with and knowledge of CDBG regulations as they pertain to the Neighborhood Revitalization Grant, the Community Development Grant Program, and other federal or state programs. - Previous Neighborhood Revitalization and Community Development grant experience. List types and duration of projects, and if these projects were completed on time and within budget. - Ability to meet the necessary deadlines to complete the required CDBG Neighborhoood Revitalization and Community Development Program services. - Qualifications and availability of staff to undertake contracted obligations. Include professional resumes in your proposal. - References (at least three) relative to prior Community Development Program and Neighborhood Revitalization Grant performance. - References (at least three) for engineering services for similar sized projects if you do not have prior CDBG or NRG experience. - Range of scope and size of projects firm has designed. - Is your firm qualified to perform all design work or does your firm need to hire consultants for certain areas If your firm needs to hire consultants, provide information regarding consultant's qualifications. - Firm's approach to managing projects - e.g. stages of design, project estimates, project schedules, design meetings, progress meetings, preparing specifications and bid documents, request for information, substitutions, etc. - Average workload to show capacity throughout the year. - Cost to provide these services. The County reserves the right to reject any or all qualifications in the best interest of the County. The method of contractor selection has not been determined at this time
