Description

“As of May 02, 2023. The owner has selected a Design Builder. The project is expected to start construction in June 16, 2023.” Pursuant to N.C. Stat. Sec. 143-128.1A, Cumberland County, North Carolina (County) is seeking statements of qualifications (SOQs) from qualified design-build teams interested in providing design and construction services for the Cumberland County Ann Street MSW Landfill Transfer Station. The transfer station will be located at the landfill facility at 698 Ann Street, Fayetteville, NC 28301. The transfer station will consist of an approximate 12,900 square foot pre-engineered metal building enclosed on three sides with the front elevation mostly open for the delivery of up to 750 tons per day of waste from curbside collection vehicles, roll-of container and other customer vehicles and equipment. The County has determined that is necessary to construct the transfer station for diversion of some of the waste received to accommodate on-site landfill expansion and is using a Design-Build approach. The County has retained HDR Engineering, Inc. of the Carolinas to prepare the design criteria package and assist with the procurement of the Design-Builder. The County will be using a two-step process to select a proposer with which to execute a contract for this Project. This RFQ represents the first step in the process. After evaluation of responses to the RFQ, a minimum of three proposers will be invited to respond to a Request for Proposals (RFP). The second step in the process will be to receive a Technical Proposal and Price Proposal from each of the selected proposers. Upon evaluation of the Technical Proposals and Price Proposals, the County will select the design-builder it determines to be in the best interest of the County. The County will consider factors including quality, performance, schedule, safety and price in the evaluation. It is not the intention of the County to receive project specific design or engineering recommendations in response to this RFQ. Proposers should limit their submittals to the information required by this RFQ,including qualifications and experience of the proposer.
