Description

The intent of this Request for Proposal is to obtain proposals from qualified offerors to enter into a contract for architectural/engineering services for the proposed renovation project indicated in this RFP. Qualified offerors may include a single firm of registered/qualified design professionals capable of providing the requisite services listed below or a project team consisting of multiple firms capable of the same. Loudoun County Public Schools (LCPS) projects will be executed in accordance with local, county and state standards and requirements governing the design and development of public facilities. This contract award is dependent upon funding appropriation. This project plans for a replacement High School on the current Park View High School site. The scope will include phased construction to maintain the current Park View High School's operations throughout construction of the new High School. The existing property is located at 400 West Laurel Avenue in Sterling, Virginia (PIN 021-372-147) and is approximately 40 acres. LCPS conducted a feasibility study analyzing options for renovation, addition and replacement of the Park View High School. Refer to Attachment 1 for the study as prepared by Stantec. The adopted FY 2024 Capital Improvement Program funds the replacement High School project. With the LCPS standard High School Educational Specifications, the Park View Replacement High School will be a multi-story building estimated at 295,000 SF. The program includes associated Athletic facilities and out-buildings for an anticipated student capacity of 1,800 students. The building will serve students in grades nine (9) through twelve (12). The design should accommodate classrooms organized by subject area including a Media Center, Cafeteria, Main Gymnasium, Auxiliary Gymnasium and Stadium as well as outdoor athletics and physical education fields among other program elements. Updates to the LCPS standard High School building program may be required. Construction on the existing Park View High School site will be multi-phased with the replacement High School opening in School Year 2027-2028 and completion of the demolition of the existing High School and construction of the Stadium and athletic fields by School Year 2028-2029.
