Description | Site work for a playground / park / athletic field in East Islip, New York. Completed plans call for site work for a playground / park / athletic field. This RFP invites proposals to build and establish the Project which will feature a high-quality outdoor soccer field and amenities, programs and services for soccer players and spectators across a broad spectrum of age groups. Proposals calling for an indoor field or indoor recreation facilities are not consistent with this RFP or LWCF requirements (see Section VIII B "Business Consideration"); a partially covered or shaded field may be considered. Licensee's capital investment may be completed in phases, subject to a capital plan and schedule approved by State Parks. The License will be exclusive for the Premises only, and subject to State Parks approval of a plan and program affording meaningful public access and use of the facility. Licensee will have responsibility for the Project, including without limitation capital improvements, operations, maintenance, management, and security, on a "turnkey" basis. Licensee shall have no contractual preferential right to exclusively occupy other existing field space in the Park. However, Licensee will be afforded the option to secure one or more Park permits for the use of Field "B", Field "C", and/or Field "D" as depicted on Attachment "A" of the Sample License, on at least five (5) prescheduled dates per year. Such permits shall be to conduct tournaments and other larger scale soccer-related events or programs that exceed the capacity of the Premises. The terms and conditions of Park Permits for use of Fields B, C and D, including official annual black-out dates established by Park management will apply. All other inquiries and requests for information regarding this RFP must be in writing and emailed to State Parks at address listed in the "Designated Contacts" section. Individual responses will not be provided. State Parks will provide written responses to questions in the form of addenda to the RFP which shall be published on the NY State Contract Reporter website Prior to the commencement of any construction work hereunder, Licensee shall furnish State Parks with evidence that it has procured a labor and materials payment bond from a corporate surety authorized to transact business in the State of New York, in a form satisfactory to State Parks, naming Licensee as principal, in an amount not less than one hundred (100%) percent of the total cost of the construction work to be undertaken by Licensee as approved by State Parks. Such bond shall guarantee payment for all materials, provisions, supplies, and equipment used in, upon, for, or about the performance of said construction work, and/or labor performed thereon of any kind whatsoever, and which unconditionally protects State Parks from any claims, liability, losses, or damages arising therefrom. Modification or withdrawal of a proposal must be in writing, dated and signed by the signatory to the original proposal submission. The modification or withdrawal must be submitted in a sealed envelope clearly marked "Modification [or Withdrawal] of X001429 Heckscher State Park Soccer, Proposal Submitted by [Respondent]." State Parks reserves the right to reject proposals, postpone, or cancel this RFP, to waive technicalities, irregularities, and omissions, request additional information or clarification of a proposal, or solicit new proposals if, in its judgment, the best interests of New York State will be served. The state agency reserves the right to reject any bid, request for assignment, renewal or extension for an entity that appears on the Prohibited Entities List prior to the award, assignment, renewal or extension of a contract, and to pursue a responsibility review with respect to any entity that is awarded a contract and appears on the Prohibited Entities list after contract award. The new york state office of parks, recreation and historic preservation reserves the right to reject any or all proposals. |
