Description

Work consisting of Filters No. 1 through No. 8 Renovations (BASE BID) which will include the replacement of the existing under-drain system and media along with the surface wash arm replacements; Sedimentation Basin No. 5 Rehabilitation (ALTERNATE NO. 1) which will include replacing of the existing tube settlers and bracing system, replacement of the existing effluent weir plates with new weir plates, and replacing three existing flocculator motors with new flocculator motors, and appurtenances Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. Byrne, P.E., dbyrne@monarchengineering.net. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8 a.m. - 12 p.m. and 1:00 p.m. - 5:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Upon request and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bidding Documents purchased by one party and bid by another party will not be accepted. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standard Act and 40 CFR 31.36 L (3, 4 & 6), Section 3, Segregated Facility, Section 109 and this project shall be in compliance with Executive Order 11246 (Equal Employment Opportunity) as amended. Contractors/Subcontractors shall comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the time tables and goal set forth in 41 CFR 60-4 if applicable to the area of the project. Local firms, minority firms, small and female businesses are particularly encouraged to participate. Federal law prohibits discrimination on the grounds of race, color, national origin, religion, age, handicap and sex in this project. This project is being funded in part with Kentucky Infrastructure Authority (KIA) Cleaner Water Program (CWP) Grant. Bid security shall be furnished in accordance with the Instructions to Bidders. Any bid that is obviously unbalanced may be rejected. The City of Albany reserves the right to reject any and all bids and waive informalities. The award will be made to the lowest, responsive, responsible bidder.
