The U.S. Army Corps of Engineers - New Orleans District is issuing a Solicitation Notice for Installation of Support Systems at Catfish Point Control Structure (CSCP). This requirement is issued as a 100% Total Small Business set-aside under request for proposal W912P823R0053. It is being procured as a firm fixed price under FAR part 12, Acquisition of Commercial Items, and FAR part 13, Simplified Acquisition Procedures. The designated NAICS code is 238210, with a small business size standard of $19.0 Million. The work consists of the installation of the support systems at the CPCS to accompany the Government installation of new sector gates and new hydraulic machinery for Gate Bay 1. Systems include the procurement and installation of the sector gate impressed current system, the electrical distribution system and its structural platforms, miscellaneous structural design elements (bolts, Hilti anchors, etc), and hydraulic commissioning of the machinery. Government furnished and installed items are the pair of sector gates, hinge and pintle components, gear rack, hydraulic drive system, and the hydraulic power unit. The contractor shall furnish all necessary labor, supervision, other items and services necessary to satisfactorily perform the installation of support services as defined in this PWS at the designated facilities within the Mississippi Valley New Orleans District (MVN) CPCS. The is located 45 miles southeast of Lake Charles, LA via LA State Highways 14, 27 and 82 to Grand Chenier. The CPCS is an additional 15 miles by water from Grand Chenier via the Mermentau River. The boat landing is located at 3620 Little Chenier Rd, Creole, LA 70632 (29.8237137 N, -92.8785611 W). Part 1 General Information The USACE Catfish Point Control Structure (CPCS) was constructed in 1951 to provide protection against high tides and salt water intrusion. The structure consists of three 56-foot wide navigation channels, each with a pair of operable sector gates. The current sector gates and machinery are original and are approaching their project life. The site is located 45 miles southeast of Lake Charles, LA via LA State Highways 14, 27 and 82 to Grand Chenier. The CPCS is an additional 15 miles by water from Grand Chenier via the Mermentau River. The boat landing is located at 3620 Little Chenier Rd, Creole, LA 70632 (29.8237137 N, -92.8785611 W). Transportation to and from the dock and lock shall be accomplished between 7:30 AM and 4:30 PM Monday through Friday. The Government will not be responsible for any increased costs due to early or late delivery/pickup. The Contractor shall notify the Contracting Officer's Representative at least two days in advance of the scheduled work. Part 2 Objectives The base work consists of the installation of the support systems at the CPCS to accompany the Government installation of new sector gates and new hydraulic machinery for Gate Bay 1. (The installation of the same equipment and systems for Gate Bays 2 and 3 are scheduled for 2024 and thus will not be included in this contract). Systems include the procurement and installation of the sector gate impressed current system, the electrical distribution system and its structural platforms, miscellaneous structural design elements (bolts, Hilti anchors, etc), and hydraulic commissioning of the machinery. Government furnished and installed items are the pair of sector gates, hinge and pintle components, gear rack, hydraulic drive system, and the hydraulic power unit. Enclosure 1 contains reference documents for all Government furnished and installed components. Ongoing coordination with USACE field personnel is required throughout the contract . Much of the Contractor's work can not occur until the Government performs demolition and installation. The Contractor shall be responsible for obtaining the use of a staging area for his/her own use for employee vehicle parking near boat launch/docking facility. All transportation to and from the work for Contractor personnel, equipment, and materials shall be the responsibility of the Contractor. The term month within this contract refers to 28 calendar days. The term week in this contract refers to 7 calendar days. Enclosure 2 provides technical specifications for each of the supporting systems, to include cathodic protection, electrical distribution, and hydraulic commissioning. Enclosure 3 provides plans to accompany the technical specifications. These plans and specs are recommendations; the Contractor is free to utilize his own means and methods to complete the contract requirements. |
