Each bidder must include with the bid, security in the amount of five percent (5%) of the total bid, made payable to the Smith County Board of Supervisors. Bidders are hereby notified that any proposal accompanied by letters qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid and such proposal will not be considered in making the award. No bid may be withdrawn after closing time for the receipt of bids for a period of 30 days. Work involves the upgrading of existing controls system from a LON protocol control system to a new BacNet protocol control system utilizing a web base control system.
