Bid Intent Not Available Question Acceptance Deadline 12/14/2022 05:00 PM EST Questions which arise during the Response preparation period regarding issues around this Solicitation, purchasing and/or award should be directed electronically, via the Rocky Mountain E-Purchasing system, to Becky Schaffstein, CPPB, Lead Procurement Specialist, Contracts and Procurement Division, El Paso Count Questions are submitted online Yes El Paso County is issuing this Solicitation for the purpose of entering into a contract for services as specified herein from a Contractor(s) that will provide prompt and efficient service to the County for the Brookmoor Pipe Rehabilitation Project (Project). Services shall generally consist of design, and construction of the selected culvert liner as described in the specifications within this solicitation. General Requirements - Bid Deposit Required - Federally Funded - Insurance Required - License Required - Warranty Information Required - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % A. LINER PIPE DESIGN This work shall include the design of the HDPE liner pipe of the existing corrugated metal pipe. The culvert liner shall meet a minimum AWWA C906 DR 21 pressure rating. The new HDPE system will be smaller in diameter than the existing pipe and shall be situated in approximately the same alignments and profiles. An energy dissipating device may be required at outlet of the pipe, depending on design flow velocity from the new culvert liner per County ECM standards. The Contractor shall provide plans and specifications of the design for approval by the County, prior to beginning construction of the liner pipe. B. LINER PIPE INSTALLATION This work shall include installing an HDPE liner into an existing pipe and filling the space between the liner and the existing pipe with flowable fill material. Slope paving may be required in the manhole to match the flowline of the new HDPE liner. Prior to commencing the liner pipe installation, all jagged existing pipe edges or other deformities shall be repaired. All debris and foreign material shall be removed from the existing pipe and disposed of. A visual walkthrough inspection shall be performed after all debris and foreign material has been removed from the existing pipe in order to assess the current condition of the pipe. If visual inspection is not possible, a video inspection of the existing pipe shall be performed. A copy of the video inspection shall be provided to the Engineer. If, upon completion of the inspection of the existing pipe, the Contractor believes that they cannot proceed with the work as shown on the plans, the Engineer shall be notified. |
