Description

HSAAP is a Government-owned, Contractor-operated (GOCO) explosives manufacturing facility located in Kingsport, Tennessee. HSAAP is a member of the U.S. Army Materiel Command's (AMC) Organic Industrial Base and a subordinate command of the U.S. Army Joint Munitions Command (JMC). The plant is a major supplier of research development explosive- (RDX-), high-melting explosive- (HMX-), and insensitive munitions explosive- (IMX-) based products for the United States. ANSol is a by-product of the explosives manufacturing process.The construction of the new ANSol Tank Farm will provide HSAAP with a reliable means of storing increased amounts of ANSol that will be generated as a byproduct of the explosives production process which will be expanded over the next 3 years and preparing the ANSol for shipment off- for deep well injection or commercial use. The Tank Farm will replace the plant's existing storage tanks for ANSol that are not large enough to accommodate increased ANSol volume that will result from the expanded explosives manufacturing.The ANSol Tank Farm will be capable of storing the maximum production rates of ANSol anticipated to be generated at HSAAP in a safe and efficient manner. The project includes an associated operations building for central controls and maintenance of the tank farm. In addition, storage tanks with a total capacity of approximately 425,000 gallons are included for up to 90-days of ANSol storage in accordance with permit allowances as well as a filtration facility for filtering ANSol that must be shipped off-. 10. THE GOVERNMENT REQUIRES OF THE WORK DESCRIBED BELOW: Construction of a new Ammonium Nitrate Solution (ANSol) Tank Farm Facility at Holston Army Ammunition Plant (HSAAP) in Kingsport, TN. a) This acquisition is solicited as an unrestricted procurement pursuant to FAR 15, 36.3 and supplemental regulations, policy and guidance. b) NAICS Code: 236210-Industrial Building Construction c) Small Business Size Standard: $45 Million This is a rated order, w ith a rating of DO-C2, certified for national defense use, and you are required to follow all provisions of the Defense Priorities and Allocations System regulation (15 CFR 700). The of construction is between $100,000,000 and $250,000,000 *The value for this project is based on a financial range.
