Description

The detailed scope will be prepared in cooperation with the selected firm. The scope will generally include, but will not be limited to the following: Provide design review at various levels of design completion. Estimate project costs and evaluate the proposed Maximum Guaranteed Price of the DB contractor. Evaluate the DB contractors proposed Schedule of Values. Advise PTAA whether to approve proposed Change Orders and Change Directives. Monitor and oversee the work of the DB contractor and oversee the coordination of construction work with PTAA, as necessary. Conduct regular on-site inspection of the work in progress, and monitor the testing results/reports provided by the DB Contractor. Attend all project progress meetings during the design and construction of the project. Maintain a competent staff to perform all services necessary for the project. Review the progress schedule, shop drawing submittals, field reports, testing reports, etc. prepared by DB contractor and/or subconsultants and consult with PTAA concerning acceptability. Maintain orderly files for any project correspondence, shop drawings and samples, reproductions of original contract documents including all work directive changes, addenda, change orders, field orders, additional drawings issued subsequent to the execution of the contract, clarifications and interpretations of the contract documents, progress reports, and other project-related documents. Prepare project update reports as requested by PTAA management. Review contractor pay applications and advise BOOM and PTAA of the amount that is due for payment. Review and process applications from BOOM to reimburse project costs in compliance with the procedure established and agreed to by BOOM, the Authority, and the NCDOC. Review and resolve project quality issues in collaboration with PTAA and BOOM. Consult with PTAA in advance of scheduled major tests, inspections, or start of important phases of the work. Notify PTAA upon receipt of notification of potential claim or dispute. Investigate circumstances, evaluate the merits of the claim and recommend a resolution to PTAA. Monitor contract closeouts to ensure receipt of all deliverables, and evaluate the extent of project completion for processing final payment applications. Prepare and process certificates of final inspection/acceptance certificates of completion where required, and final payment releases. Make recommendation to PTAA for closeout of the contract and final payment after determining that all contract requirements have been satisfied. Ensure the completeness of as-built plans from the record drawings, for PTAA acceptance and approval. PTAA reserves the right to reject SOQs that do not meet these requirements. The method of contractor selection has not been determined at this time.
