Description

This contract provides for drainage improvements along multiple streets within the City of West Orange. Proposed improvements include regrading existing ditches, removing debris from existing culverts, removing and replacing existing culverts and drainage inlets, installation of additional drainage inlets, repair driveways and street crossings, and all associated appurtenances. The deadline to ask questions is 7/31/2023 5:00 PM CST. A Pre-Bid conference will NOT be held for this project. All contractors/subcontractors that are debarred, suspended, or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of West Orange or negotiable U.S. Government Bonds (at par value) may be submitted in lieu of the Bid Bond. Funding for this project is covered under Section 3 of the Housing and Urban Development Act of 1968. All eligible bidders must comply with Section 3 requirement in regard to meeting or exceeding the required objectives for both hiring and subcontracting. In accordance with these objectives, contractors are required to direct their newly created employment and/or subcontracting opportunities to Section 3 Residents and Business Concerns. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. This contract shall include all necessary labor, materials, equipment, tools, inspection, testing, and superintendence required for the complete and operable rehabilitation of the proposed project as shown on the contract plans and specifications. Proposed improvements shall take place at the following locations: Pampa Street from Austin Avenue to end of Pampa Street at cul-de-sac. Osage Street from Austin Avenue to end of Osage Street at cul-de-sac. Collection Ditch from McArthur Drive to South Avenue then to Holly Street. Collection Ditch from Newton Street to Lansing Street. Newton Street North from Western Avenue to Austin Avenue. Westbury Street from Western Avenue to end of Westbury Street cul-de-sac. Newton Street South from Burnet Street to Kelly Street. Hogg Street from Newton Street South to the end of Hogg Street at tree line. Newton Street South, southern most end of Newton Street starting at Hogg Street. Tammy Circle Newton Street South to the end of Tammy Circle at cul-de-sac. Kathleen Avenue from Street South to the end of Kathleen Avenue at cul-de-sac.
