Description | The Project, located at 489 Main Street in Westbrook, consists of renovating an outdoor recreational complex including: A. Demolition and removal of: (a) an in-ground gunite pool + concrete apron; (b) an associated 1,400- SF bath house with showers + locker rooms; and (c) associated fencing + piping connecting the bath house + pool. B. Improvements to an onsite utility building (former pump house), which will be repurposed to include: (a) buried electrical lines connecting new + existing lighting: (b) relocation of the external electrical panel to inside the utility building; (c) relocation of metered water connection to associated irrigation; (d) a new roof on the 500-SF utility building; and (e) associated drainage + irrigation. C. Upgrading the existing parking lot to include: (a) grading + preparing the subbase for pavement; (b) constructing integrated stormwater management features; (c) constructing approximately 60 paved + striped ADA-accessible parking spaces; and (d) improving the entrance + driveway to include lighting, signage, and other aspects to make the park more visible + accessible to the community. D. Improvements of roughly 150 LF of perimeter trail near the Treyvon Arsenault memorial basketball court to ensure the trail from the parking lot to the basketball court implies with ADA requirements. E. Installation of additional overhead lighting along the driveway, around the parking lot, and at least one new remote light pole + fixture to illuminate a perimeter walkway leading to the trail connecting the main complex to Warren Field (off Stevens Ave). F. Installation of proper sediment + erosion controls to ensure that runoff is not discharged to the nearby Presumpscot River - all to be inspected + replaced routinely by the successful bidder. G. Alternate bid items may include the following: 1. Infield Improvements at Warren baseball field. 2. Removal of existing, and installation of a new backstop + baseline fence at Fraser softball field. 3. Creation of a youth soccer field where the outdoor pool is currently located. This is a grant funded project, which requires: (a) compliance with Davis Bacon Act wage requirements; (b) work to be completed by August 1, 2023; and (c) additional requirements included in the bid posting. Bids will be received for a single prime Contract. Bids shall be lump sum in a schedule of values to be provided by the Bidder with alternate bid items called out separately on the bid form. Bid security shall be furnished in accordance with the Instruction to Bidders. Bids must be enclosed in a sealed envelope marked Revitalization of Cornelia Warren Outdoor Recreational Complex. The City of Westbrook reserves the right to accept or reject any or all bids and to award the contract to a bidder other than the lowest bid offered, if such actions are in the best interest of the City of Westbrook. This does not commit the City of Westbrook to any specific course of action. |
