Description

As of 12/7/2022, owner has selected the pre-qualified contractors. The Commissioners of Public Works of the City of Charleston, South Carolina (Owner) is soliciting a Statement of Qualifications (SOQ) from contractors interested in the opportunity to submit a proposal to provide pre-construction and construction services for the Hanahan Water Treatment Plant (WTP) - Liquid Ammonia, Gibson Raw Water Pump Station (RWPS), and Other Treatment Plant Improvements Project using the Construction Manager at Risk (CMAR) method of project delivery. The Work to be performed consists of major modifications to the Owner's existing 115.4 MGD Hanahan WTP and may include construction of a new Liquid Ammonia Facility; rehabilitation of the existing Gibson Raw Water Pump Station; installation of new centrifuge dewatering equipment; renovation of an existing filter gallery to outfit a new Process Control Facility; and construction of a new self-supported communication tower for the WTP. The Work will include, but not be limited to, all equipment, piping and valves, grading and paving, sedimentation and erosion control, electrical work, instrumentation and controls, HVAC equipment and all other work necessary to render the facilities complete and operational. The planning level estimated construction cost for these modifications is approximately $20 million. Included in the CMAR scope of services is collaboration with the design engineer during the design phase, providing constructability and value engineering guidance, development of a guaranteed maximum price (GMP) proposal, and, assuming successful negotiation of a GMP with the Owner, ultimately entering into a construction agreement for the construction of the Project. Responses to this RFQ will be evaluated to identify contractors with the requisite experience, qualifications, and resources to complete the Project successfully within an agreed upon GMP in accordance with project requirements that will be specified by the Owner. The details of the project requirements will be presented in the Request for Proposals (RFP), which will be issued at a later date to a short-list of contractors selected by the Owner who will be invited to respond to the RFP based on an evaluation of their submission to this RFQ. This RFQ will place an emphasis on the contractor's demonstrated ability on past projects of similar size, nature, and scope to self-perform portions of construction on the Project with their own workforce. RFQs for the Hanahan WTP - Liquid Ammonia, Gibson RWPS, and Other Treatment Plant Improvements Project will be available to interested contractors on Monday, September 26, 2022. The Owner reserves the right to amend the RFQ at any time and only those contractors registered with Black & Veatch will receive amendments.
