Description

As of November 17, 2022, a general contractor has been awarded and is under construction. The construction will be done in 3 phases. First phase will be completed in the spring 2023. A timeline for completion of the remaining phases have not been determined. *The closed solicitation has been included below for reference: The Town of Pembroke received a $6,377,992 Economic Development Administration (EDA), US Department of Commerce Grant, Project Number 04-79-07482, to assist in the design and construction of a wastewater treatment plant. In addition to the EDA grant, project design and construction financing will also utilize $1,594,498 in local funds. The contract will be partially funded using Federal (EDA) funds and must meet Federal requirements. The A/E scope of work must meet minimum EDA engineering contract requirements. Expansion of the Town's Waste Water Treatment Plant (WWTP) will enable the sewer system to have resiliency to flooding, as well as, provide treatment process and capacity at its WWTP to meet current and future economic development needs. Grant funds will allow for expansion of the current WWTP from 1.33 to 2.0 MGD with construction of a new influent pump station, headworks, distribution box, oxidation ditch, clarifier, UV disinfection, surge basin, and modifications to the clarifier distribution box, return sludge pump station, new aerobic digester, and diesel stand-by power generator. To complete the work, the Town of Pembroke requires the assistance of a professionally licensed engineer to provide design and engineering services. The Town of Pembroke does not have engineering staff necessary for the proposed activities. The Town is soliciting proposals from qualified consulting firms to provide engineering services for the preliminary design, final design, construction administration and construction observation.
