Description | The purpose of this project is the reopening of Baltimore Street to one-way vehicular traffic from Mechanic Street to George Street. The development also includes the reconstruction of Liberty Street between Frederick Street and Pershing Street, and Centre Street between Frederick Street and Dexter Place. The proposed work along Baltimore, Centre, and Liberty Streets includes the reconstruction of the roadways and pedestrian pathways with pavers. The project also includes a full streetscape renovation on Baltimore Street that consists of landscaping improvements, lighting improvements, new street furniture, utility main replacements and relocations, and the reconstruction of two parklets. All environmental permits are expected to be received prior to the schedule bid opening. Any missing permits will be incorporated into these contract documents by an approved addendum. A Performance Bond and Payment Bond in the full amount of the accepted bid will be required of the successful bidder. A Bond or Certified Check in the amount of 5% of the total bid shall be submitted with each bid. The Mayor and City Council reserves the right to waive any technicalities and to reject any or all bids, and to accept any or all proposals which in their judgment is to the best interest of the City. The successful bidder will be required to comply with Section 3 of the Department of Housing and Urban Development Act of 1968 (utilizing lower income residents and small businesses from project area), Executive Order 11246 (Equal Employment Opportunity), Executive Order 11625 (Minority Business Enterprise Programs), Executive Order 12138 (Female-Owned Business Enterprise) and Section 504 - Rehabilitation Act of 1973 pertaining to Handicapped Individuals.
