Description | Project Category Code: Water and Wastewater Facilities, Water/Wastewater Infrastructure, Design-Build Description: The Project is to be designed and constructed in two phases using the CMAR delivery method: Phase I Preconstruction Services encompass constructability reviews, value engineering, estimating, and scheduling activities. The Owners agent, Bolton and Menk, Inc. will be responsible for advancing the design to 30%, 60%, and 90% completion with input from the CMAR on constructability, cost, material availability, and impacts on schedule. Phase I is completed when there is agreement between the CMAR and Owner on the Project schedule and price. A guaranteed maximum price (GMP) will be established at 90% design completion. Additional Description: Phase II Construction Services, in which the CMAR assumes the general contractor role after a final GMP is agreed to and a CMAR contract is executed between the Owner and the CMAR, encompass further design review, procurement of subcontractors and vendors, self-performance of certain elements of the construction, and full construction and commissioning. The Hibbing Public Utilities Commission (Owner) has issued this one-step solicitation for the South Water Treatment Plant Improvements (Project) and invites responses to this Requests for Qualifications (RFQ) from firms interested in providing Construction Management at Risk (CMAR) for Phase I - Preconstruction Services and Phase II - Construction Services. The Hibbing Public Utilities Commission South WTP was constructed in 1984 to provide groundwater treatment for customers in the City of Hibbing with a design capacity of 2,400 gpm. The plant includes filtration via four steel pressure filtration vessels, chlorine, fluoride, and permanganate dosing, three filter backwash seepage basins, and all necessary piping and valves to connect with the 1 MG underground storage tank and high service pumping building. The pump building and reservoir were constructed in 1915. The WTP currently operates using much of the original equipment including electrical and controls equipment. The equipment and structure have aged and are in need of renovation and/or replacement. The Hibbing Public Utilities Commission wishes to upgrade the WTP to ensure it can continue to operate properly for the 20-year design period. No increase in treatment capacity is proposed as a part of this project. The scope of this project includes the following major components. o Addition of a concrete reclaim tank and accessories o Replacement of process valves and actuators o Complete overhaul of electrical and control systems o Chemical feed improvements o Building repair/renovation as needed o Site piping and site work o Decommissioning of existing seepage basins Deadline for Questions February 1, 2023 All questions or comments should be directed to the Owner contact as follows: Brian Guldan, P.E.
