Description | The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 1330 7th street This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. A bid tabulation shall be posted online afterward. All questions shall be directed to the Construction Officer at 309-732-2906. 1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured. 2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meeting all local, state, and federal requirements to perform requested work. 3. Bidders must have and provide proof of General Liability, Vehicle, and Workers Compensation Insurances and name the City of Rock Island as a Certificate Holder. 4. Bidders must own or be able to rent sufficient equipment to complete the work. The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. This project has 3 items needing addressed. The first item is complete roof replacement. Remove old shingles and inspected for any wood rot or with existing sheathing that is spaced with gaps over 1/2 ", replace or repair before installing new roofing material. If either problem occurs notify the Construction Officer immediately to discuss proper compliance. Install Ice & Snow guard on bottom layer per code and water barrier over the remaining roof. Install new 2" style D white metal roof edge. Install all new flashing boots for plumbing. Install new rain cap over the metal furnace flue coming out of the chimney. Install new flashing for chimney. Remove turtle vents and install new shingle over ridge vent. Shingles need to be at minimum 30 yr architectural (Owens Corning preferred). Second Item is installing new double 4" vinyl siding. Siding installation over 1/4 " fanfold with all seams to be taped. Siding colors shall be standard colors available in which the homeowner will choose after the contract signing. Siding light blocks shall be used for exterior lights and split blocks shall be used for any penetrations through the siding (sillcocks, AC lines, Gas pipe, Furnace flu, & Etc.). Install new soffit panels on eves and overhangs. Use matching break metal to cover fascia and cornice moldings tucking behind the roof edge. Encapsulate the wood trim around the newer windows with matching break metal. Apply 20yr caulk matching the windows, recommend using Quad color caulk. Caulk all penetrations at the siding blocks preventing water and insect's infiltration. Clean and rehang the gutters and downs to proper fall, using proper supports and fasteners. General build permit is required for the siding and soffit. A license Roofer must pull the roofing permit to perform the scope of work..
