Description

The NEW BEDFORD HOUSING AUTHORITY, the Awarding Authority, invites sealed bids from Contractors for the Boiler Replacement Presidential Heights REBID at State Aided Development: in New Bedford, Massachusetts, in accordance with the documents prepared by MMT. The Project consists of but not limited to: Demolition of existing cast iron boilers and selected accessories and installation of new condensing boilers and selected accessories. Installation of new louvers and exhaust fans at identified buildings. Work within buildings 1 through 7 inclusive. Shall form the base bid. Provide unit pricing for each individual building numbered 8 through 20, inclusive. The Contractor shall be responsible for providing and paying for a construction administration software application to be used by all participants on the Project at no cost. Presidential Heights with a general location of 159 Fillmore Street, New Bedford MA. The work is estimated to cost $253,200.00. General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the following category of work: Prime/HVAC and must submit a current DCAMM Certificate of Eligibility and a signed Update Statement (CQ3) Each general bidder must submit a completed HUD 5369-A Representations, Certifications and other Statements of Bidders and a completed HUD 2530 Previous Participation Schedule with their bid. General bids and sub-bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (including all alternates), and made payable to the NEW BEDFORD HOUSING AUTHORITY. Note: A bid deposit is not required for Projects advertised under $50,000. All bids must conform with provisions of Mass. General Law, Chapter 149, Section 44A to 44L inclusive, M.G.L. c.30 39M & to minimum wage rates as required by the Davis/ Bacon Acts subject to the provisions of 29 CFR 5.5 as amended by the U.S. Department of Labor. The project is subject to Title VI of the Civil rights Act of 1964, Section 3 of the Housing and Urban Development Act of 1968 and the instructions to Bidders. The NEW BEDFORD HOUSING AUTHORITY is an Equal Opportunity Employer Otherwise the deposit shall be the property of the Awarding Authority. Additional sets may be purchased or mailed electronically for rates). Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable electronically to cover mail handling costs OSHA REQUIREMENTS This contractor and all subcontractors shall furnish to the Owner, with the first certified payroll report, documentation indicating that each employee has successfully completed 10 hours of an OSHA course in construction safety and health. This course must be approved by the United States Occupational Health and Safety Administration. The New Bedford Housing Authority reserves the right to reject any or all bids or to waive informalities in the bidding if it be in the public interest to do so. Minimum rates of pay have been established for the project by the Secretary of Labor in accordance with Public Law 403 and the Seventy-fourth Congress approved August 10, 1935 as amended. Bids are subject to M.G.L. c.149 44 A-J & to minimum wage rates established for the project by the Federal Davis-Bacon Act (DBA) In accordance with Article 25 of the General Conditions, the Work shall start upon receipt of a Notice to Proceed and shall be completed within two hundred eighty (280) consecutive calendar days thereafter. MBE (18%), WBE (6.9%) The Scope of Work includes but is not limited to: 1. The work consists of the following major items: a. Demolition of existing boilers and associated equipment within each respective building's boiler room. b. Installation of now condensing boilers, piping, pumps, controls, and other associated equipment. c. Modifications to existing gas piping systems to accommodate boiler work. d. Modifications to exiting electrical systems to accommodate boiler work. e. All field dimensions/ quantities shall be verified by the Contractor. f. All existing materials and debris shall be removed and disposed of in accordance with all applicable State, Federal, and Local Codes and Regulations. g. All work shall be done in compliance with all Federal, State and Local Building Codes; h. All work to be done in strict compliance with the manufacturer's installation requirements. When local codes and application instructions are in conflict, the more stringent requirements shall take precedence
