Description | This is a public works project pursuant to RCW Title 39 Chapter 39.04 and other provisions of state law. All bids must. be submit-ted on the basis of the Contract Documents and shall incorporate therein all the laws of the State of Washington, In addition., each bid shall include the price pro-posal (including add alternates), subcontractors listing and Bidder Responsibility Criteria. Each bid shall be accompanied by a bid security in the form of a certified. check, cashier's check, postal money order, electron-ic bond or security bond made payable to the order of Skagit Regional Health, for the sum of not less than five (5) percent of the amount of the bid. No bidder may withdraw their bid after the date and hour set for bid submittal unless the award of the contract is delayed for a period exceeding sixty (60) days. Substitution requests will riot be accepted during the bid process beyond ten (10) calendar days prior to the bid opening. Skagit Regional Health. will then review the proposals and qualifications of the apparent lowest bidder and determine if the lowest apparent bidder meets the published responsibility criteria. Skagit Regional Health may request an interview with the low bidder as part of this review. Once Skagit Regional Health con-firms the lowest responsible bidder, Skagit Regional Health shall promptly proceed with awarding the contract to the lowest responsible bidder. If the apparent low bidder is determined not responsible based upon the criteria published in the construction documents, Skagit Regional Health. will review the qualifications of the next low bidder. Skagit Regional Health reserves the right; to reject all bids and waive any informality in the proposals.
