Description | **As of November 7, 2022. The Project has not been awarded. Rebid schedule is being determined.** After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Bid Proposal Form. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract. The Project consists generally of the following major items: 1.1 Location and Description of Work A. The Work is located at the following Sites: 1. E.M. Johnson Water Treatment Plant, (10301 Falls of Neuse Road, Raleigh, NC 27614) 2. D.E. Benton Water Treatment Plant, (2301 Benson Road, Garner, NC 27529) B. The Work to be performed under this Contract includes, but is not limited to, constructing the Work described below and all appurtenances related to the Work. The Work shall be as follows: 1. Provide new video surveillance camera equipment at both City of Raleigh Water Treatment Plants 2. Demolition and removal of existing cameras. 3. Electrical raceway and CAT6 network cable installation termination for new and relocated cameras 4. Provide camera installation, configuration, and positioning for the given field of view 5. Provide software configuration for video storage and memory allocation in coordination with City IT 1.2 Construction Contracts, This Project A. The Contracts under which the Project will be constructed are: 1. Work specified in Divisions 01 through 28 (inclusive) of the Specifications 2. Work shown on sheets 1 through 50 (inclusive) of the Drawings. 1.3 Construction Contracts, Other Projects A. Contract drawings have been included for work performed under the following, future/existing Contracts. These drawings have been used to show future locations for video surveillance camera equipment but will not be constructed by the selected Contractor: 1. E.M. Johnson Water Treatment Plant Electrical Generator Improvements Phase 2 (Hazen) 2. E.M. Johnson Water Treatment Plant Flocculation and Sedimentation Basins 1 Through 4 Improvements (Hazen) 3. E.M. Johnson Water Treatment Plant & D.E. Benton Water Treatment Plant Orthophosphate Upgrades (CDM) 1.4 Work By Owner A. Owner will perform the following in connection with the Work: 1. Provide City IT services and configuration of new servers and switches as denoted in the Specifications 1.5 Owner-Furnished Equipment and Materials A. Items of equipment and material to be furnished by Owner: 1. POE Network Switches and Transceivers 2. Network Servers B. Owner's Responsibilities 1. Provide POE Network Switch installation, configuration, and setup 2. Provide Server installation, configuration, and setup 3. Provide contractor support during startup and network testing phase C. Contractor Responsibilities 1. Provide all field services as required in the Specifications Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instruction to Bidders. Pursuant to General Statutes of North Carolina Sections 143-128.2 and 143-131, and in accordance with City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their Bid, and how that participation will be achieved. Furthermore, the City's goal is to contract or sub-contract fifteen percent (15%) of the contract amount to certified MWBEs on construction projects over $300,000, or with contracts that include $100,000 or more in state funding.
