Veterans Memorial

As of 6/27/22 all bids rejected. A timeline for the rebid has not yet been established. The work to be performed under this contract shall include construction of a new memorial and related site work. Generally, the contract will include a new masonry wall with the installation of donated block veneer. Plaques and Mosaics will be provided by the Borough for installation on the wall. An existing howitzer and anchor have been removed from the site and will be returned for placement by the contractor. A new paver area will be built with applicable site amenities. Remove and replace water service and meter pit and install new yard hydrant, install benches and litter receptacles, install river rock in planting area, traffic control, soil erosion and sediment control, and all other associated work and items as indicated in the bid documents. The Owner reserves the right to reject any and all Bids, and to waive any informalities, defects or irregularities in the Bids on any basis he deems to be in his best interest. The right is reserved, as the interest of the Owner may require, to revise or amend the Contract Documents prior to the date set for opening of Bids. Such revisions will be announced by Addenda to the Contract Documents. Copies of all such Addenda issued will be sent to all parties receiving copies of the Contract Documents A Proposal guarantee (certified check, cashiers check, or surety bid bond) in the amount of ten percent (10%) of the bidders maximum bid price, but in no case in excess of $20,000 shall be submitted with each Bid. A Performance Bond in an amount equal to 100% of the Bid will be required prior to the award of Contract. Proposal guarantees shall be returned to all except the three (3) lowest Bidders within ten (10) days (excepting Saturdays, Sundays and Holidays) following the opening of bids. Upon the successful execution of a Contract with the accepted Bidder or upon rejection of all bids, the remaining Proposal guarantees shall be returned within ten (10) days (excepting Saturdays, Sundays and Holidays). In no case shall Proposal guarantees of the three (3) lowest bidders be withheld for a period in excess of sixty (60) days following the opening of bids. Proposals may be withdrawn up to the opening of bids. The Proposals of the three (3) lowest bidders shall not be withdrawn for a period of sixty (60) days following the opening of bids. Successful bidders on this work will be required to comply with the New Jersey Public Law 1975, Chapter 127, which concerns non-discrimination in employment, and State of New Jersey Prevailing Wage Act, P.L. 1963, c. 150 and all amendments thereto. The Borough of Elmer reserves the right to waive any informality in any bid and to reject any or all bids. ALL CONTRACTOR QUESTIONS SHALL BE RECEIVED BY 5:00 P.M. ON FRIDAY, May 20, 2022 Work will be performed at the following location: Veterans Memorial at and within the island formed by NJ State Highway Route 40 (Chestnut Street), Oak Street and Second Street.
