Description

As of May 1, 2023, an architect has been selected, a general contractor has not. The previous solicitation has been included below for reference. Pursuant to N.C. Statute Sec. 143-128.1(A), the County of Forsyth is soliciting proposals from qualified design-build teams interested in providing professional design and construction services for the Smith Reynolds Airport New Corporate Hangar Project. The MWBE participation goal for this project is 10%. This 21-page RFQ provides complete information on the services being sought, the submittal requirements and timeline. Interested firms are responsible to obtain any addenda that may be posted or issued by contacting darrenmr@cityofws.org. The County is not responsible for any firms failure to heed this notice. Questions, requests for information and responses to this RFQ shall be made in writing by the End of Question period deadline of 5:00 pm, September 25, 2020 and addressed to: James Anderson, Design and Construction Manager General Services Department, Construction Management Division 201 North Chestnut Street, Winston-Salem, NC 27101 ph. (336) 703-2205 e-mail: andersja@forsyth.cc The Forsyth County reserves the right to reject any or all proposals; to waive minor irregularities in the RFQ process or in the submittals; to re-advertise this RFQ; to postpone or cancel this process; select and procure parts of services; and to change or modify the RFQ scope or schedule at any time. This RFQ does not obligate the County to pay any cost incurred by respondents in the preparation and submission of a response, nor does it obligate the County to accept or contract for any expressed or implied services. This RFQ will in no manner be construed as a commitment on the part of the County to award a contract. One of the current hangars at Smith Reynolds Airport is in need of refurbishment. The Quonset Hangar measures approximately 22,285 square feet and is located on the north side of the Airport. It is used for aircraft storage and is in need of a new roof, wall siding, floor repair, lighting, door repair/replacement and other general improvements. The County is also open to designs that would provide energy savings such as LED lighting. Modernization is important and attributes such as fire alarm, fire suppression and motorized doors should be considered if budget permits. In addition to the hangar refurbishment, additional paving may need to be designed to maximize aircraft parking at site. Adjacent to the hangar is approximately 12,700 square feet of grass that could be paved if design finds it feasible with storm water runoff. With the design and renovation of the Quonset Hangar, the County has the following goals: 1. Complete the project in a timely fashion without undue delays and within the Countys funding resources available for the project. 2. Design and construct a renovation plan that is safe and accommodates the needs of Forsyth County and as described within this RFQ. The County of Forsyth intends to utilize best commercial practices to accomplish the goals of this project, expects the Design-Builder to proactively address risks and challenges in the process and participate in improvement activities to achieve project success. The County also expects to work with the Design-Builder to devise and implement appropriate processes for this project that will maximize efficiency, overall quality, cost savings and efficiencies.
