Effingham Street Improvements at Portsmouth Naval Medical Center

The Work under this Project consists of the roadway improvements necessary to install an additional traffic lane as shown on the plans. Bid Security in the amount of five percent (5%) of the Bid shall be submitted with each Bid. A non-mandatory pre-bid conference will not be held. Prior to bidding, all prospective contractors, joint-ventures, and subcontractors shall be pre-qualified with the Virginia Department of Transportation and shall have received a certification of qualification in accordance with Section 102.01 of VDOTs 2020 Road and Bridge Specifications. Bidders submitting bids for providing goods and services to the City of Portsmouth shall exercise good faith efforts to comply with the City of Portsmouth M/WBE goals for the contract that is the subject of this solicitation. No act or omission by the City will relieve the Bidder of this responsibility. The City reserves the right to reject any bid and deem any bidder as non-responsive for failing to meet the City of Portsmouth M/WBE program policy requirements, including the submission of required documents with a bid. Excerpts from the City of Portsmouth M/WBE program policy and the required forms are included in this solicitation. Contractor registration in accordance with Title 2.2 Chapter 43, Code of Virginia is required. The Bidder shall include in its Bid the following notation: Licensed Virginia Contractor No. The project will be federally funded. Should there be any discrepancies between mandatory requirements of federal, state, and/or local laws or regulations, the more restrictive shall apply. Neither the United States nor any of its departments, agencies or employees is or will be a part of the Advertisement for Bids or any resulting contract. Withdrawal of Bids due to error shall be subject to and in accordance with Section 2.2-4330 of the Code of Virginia and the Contract Documents.
