Description

https://www.bizjournals.com/sanfrancisco/news/2022/09/19/uc-berkeley-regents-academic-space.html Academic Replacement Building: a five-story, 78,000-square-foot building comprised of office and classroom space that will replace Evans Hall, which is slated to be demolished for seismic reasons. UC Berkeley, citing cost and environmental reasons, plans to incorporate mass timber into the building's construction. The university is asking the UC Regents to approve a $136.8 million budget for the project, work on which could be underway by next fall. Construction will take two years. The project's architects are LMN Architects and TEF Design. _____________________________________________________________________________________________________________________________ Description of Work: The ASRB project is a 100% state-funded project that will provide a seismically resilient general assignment Classroom and Administrative building. The new approximate 78,000gsf facility will replace existing general assignment (GA) classroom space in Evans Hall delivering both a net increase in the number of GA classrooms and the number of classroom seats currently in Evans Hall. The new GA classrooms will be designed as flexible spaces, some of which are technology-enabled, that accommodate modern teaching and learning pedagogy. Several College of Letters and Science (L&S) units currently in Evans Hall will also have space in the new facility, including Undergraduate Advising, Executive Dean's offices and Undergraduate interdisciplinary Studies (UGIS). The co-location of GA Classrooms with College of L&S functions will provide a student-serving building that is centrally located on the Berkeley campus. The approximate 30,000sf project site is located in the southwest quadrant of campus, on the Dwinelle lot west of Dwinelle Hall, south of the Valley Life Sciences Building (VLSB), and north of the Dwinelle Hall Annex. The site is bounded on the south side by Frank Schlessinger Way, a vehicle access road, on the north side by Campanile Way, a pedestrian and vehicle roadway, on the west side by Spieker Plaza, a pedestrian pathway, and on the east side by Grade Street, a pedestrian pathway between Dwinelle Hall and the parking lot. The project site borders the Grinnell Natural Area at its southwest edge. The Grinnell pathway, a pedestrian corridor from downtown Berkeley, ends at the project site. REQUESTS FOR CLARIFICATION OR INTERPRETATIONS OF THE BIDDING DOCUMENTS must be in writing and submitted in Building Connected by clicking the Messages Tab, no later than 3:00 PM, FRIDAY, JULY 15th, 2022. The project is required to achieve Leadership in Energy and Environmental Design (LEEDTM) Gold Certification, a requirement of the UC Policy on Sustainable Practices. Contractor documentation required for LEED certification is part of the CM/Contractor's scope of the project. Refer to the 95% Schematic Design Documents. The detailed design of shoring, fire protection, fire alarm, prefabricated metal stairs, facade, exterior building maintenance, metal stud walls and partitions, buckling restrained braces, soil anchors, and utility system seismic bracing in conformance with criteria indicated in the project documents will be delegated to the CM/Contractor. The detailed design and detailing of Mass Timber connections in conformance with criteria described in the project structural documents will be delegated to the CM/Contractor. The CM/General Contractor will be allowed to self-perform some trades with University approval and bid process oversight. The lowest responsible bidder will be selected on the basis of the best value to the University. The objective criteria and methodology used to determine Best Value are described in the Bidding Documents. The best value to the University is the selection resulting in the best combination of price and qualifications. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage rates at the location of the work. The successful Bidder will be required to have the following California current and active contractor's license at the time of submission of the Bid: General Building License Classification, License Code "B". Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour as of 10/1/17) and shall comply with all applicable federal, state and local working condition requirements.
