Description

The description of the demolition work is as follows (all properties listed below include demolition of both front and garage structures unless noted): Address: 6812 Idaho Avenue (Garage) 19-21 Mason Street (Garage) 6724 Woodmar (Garage) 6219 Hohman Avenue (City owned) Demolition of existing structure, including foundations, garages, outbuildings (unless specifically excluded) dead trees, and removal and disposal of all debris shall be done in compliance with all applicable federal and state laws as well as Building Code and other ordinances of the City of Hammond.All basement floor areas shall be removed, all sewers shall be plugged at the first hub inside the property line, and all water lines shall be tied off and capped on the property side of the buffalo box. Said removal of buildings, equipment and material shall be cleared off within seven (7) days from the date of the issuance of the demolition permit. Filling in of the property shall be done by filling in the excavation with clean sand only and topping the excavation with four (4) inches of black soil and seeding the same with a suitable grass seed or sod.Hammond Ordinances may be viewed online at portal Prior to the commencement of the demolition, a Demolition Sign, obtained from the Hammond Inspection Department shall be posted in an unobstructed and visible location on the property and it shall remain in that location until the entire demolition, fill, and seeding is completed. Additionally, the property to be demolished shall be photographed by the contractor, prior to demolition, on all sides of the structure to show the condition of the entire property at the time of demolition. Should access to the interior be possible, interior photographs, depicting fixtures, contents and condition of the interior, shall also be taken by the contractor. Prior to commencing the actual demolition, the contractor is to verify the vacancy of the property and contact the Hammond Police Department should squatters, scrappers, trespassers, or other persons be observed inside the property at the time of demolition. NIPSCO and the Hammond Water Department should be contacted before demolition to confirm termination of services or confirm with the Inspections Department that NIPSCO has been terminated. Demolition contractors must receive an IDEM notice to proceed before beginning the demolition. Upon the completion of the demolition, fill, and seeding, the property will be again photographed by the contractor, with the posted Demolition Sign clearly visible in at least one of the photographs. Photographs (before and after) shall be submitted with the invoice for demolition to the Hammond Inspection Department and the Inspection Department, at its discretion, may refuse, reduce, or delay payment of any invoice which is not accompanied by the requested before and after photographic documentation. All demolitions under this bid, are either properties owned by the city or other associated governmental entity or based upon Orders issued by the Hammond Board of Public Works and Safety pursuant to the Unsafe Building Act. Copies of these demolition Orders are available for inspection, review or copy in the office of the Inspections Department, 5925 Calumet Avenue, Ground Floor, Hammond, Indiana, 46320. Instructions to Bidders will be attached with the bid packet. Bidder shall be responsible for familiarizing themselves with the site of the demolition, including property lines, shared walls, location of right of way, existing utilities and neighboring properties. Bidder shall be responsible for providing proof of insurance as required by the Instructions. Bidder shall be responsible and shall before submitting any bid contact Ron Novak, Hammond Department of Environmental Management at 219-853-6306 to obtain information about any potential environmental remediation on the above listed properties. The City of Hammond assumes that bidders will comply with this requirement and incorporate the cost of any required remediation into their submitted bids. Change orders based upon not including remediation in the original bid will not be accepted and the city reserves the right to award such a bid to the next lowest responsive and responsible bidder who did include remediation into their bid. No bidder may withdraw his proposal within a period of ninety (90) days following the date set for receiving bids. The Board of Works and Safety reserves the right to retain any and all bids for a period of not more than ninety (90) days and said bids shall remain in full force and effect during said time. The Board of Works and Safety further reserves the right to waive formalities and to award the contract to any Bidder to the advantage of the City of Hammond, or to reject all bids or to award each property individually rather than as an aggregate package. The City of Hammond reserves the right to remove a property from the Demolition list at any time. Standard Questionnaire Form 96 (revised 1987) which includes a non-collusion affidavit is required. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, creed, color, gender, sexual orientation, or national origin. Contractors submitting a bid for the City demolition projects must subscribe to the Indiana Plan and Joint apprenticeship and training program for that project if their bid is accepted and provide proof of same before any payments are made. Each bidder shall submit satisfactory proof of insurance for public liability, and property damage naming the City of Hammond as an additional insured. If a conflict exists between this Notice to Bidders and General Specifications, the specific provisions of the Notice to Bidders applies.
