RFP - Creating a Drainage Map and Stormwater Management Plan for the City of Seldovia

The City of Seldovia is seeking professional services to create a drainage map and a stormwater management plan for the City. This process is regulated by the procurement and purchasing procedures identified under Seldovia Municipal Code (SMC), especially SMC 6.08.110. The overall goal of the project is to understand how water moves across and affects the Seldovia landscape and to provide planning recommendations for stormwater management efforts, in the form of both infrastructure and policies, to protect public and private property and local water quality. Site Description :The City of Seldovia is a small community on the south side of Kachemak Bay, on the southern part of Alaskas Kenai Peninsula. Seldovia City limits encompass 0.4 square miles of land and 0.2 square miles of water, including the Seldovia Small Boat Harbor and Seldovia Slough. Susan Lake is another small water body within the City, as is part of Fish Creek, a stream included in the State catalog of anadromous waters. There are approximately 7.5 miles of State- and Citymaintained roads within City limits, approximately six miles of which are unpaved. Seldovia Bay is a small bay (approximately 2000 acres) that drains into Kachemak Bay and is included in the Kachemak Bay Critical Habitat Area. Project Budget: This project is funded through an Alaska Clean Water Action grant. Total project funding for contractual services is $207,000, broken down into the following fiscal year increments: FY23: $31,000; FY24: $83,000; FY25: $93,000. Unspent funds do not carry over to the next fiscal year; therefore careful project management and scheduling will be required. Notice of Intent to Award will be issued by June 6, 2023 and confirmed by City Council during the June 12, 2023 regular City Council Meeting. If the City Manager or Council determines that it is in the best interest of the City to do so, the City may reject all bids.
