Description

The San Diego Housing Commission (hereinafter referred to as the "Commission") was created in 1979 by City Council Ordinance No. 12515 to act as a housing commission pursuant to the Housing Authority Law of the State of California. The Commission is responsible for development of affordable housing, implementation of financing to promote affordable housing, management of publicly-owned or assisted housing developments, operation of rent subsidy programs, rehabilitation of existing housing stock and advising the Housing Authority with respect to housing matters for the City of San Diego. The Commission staff is culturally diverse and provides bilingual services in several languages to the clients served. A seven member Commission appointed by the City Council sets policy for the staff. The Commission is soliciting proposals from businesses (hereinafter referred to as Proposer(s)) to provide Unified Communication as a Service (UCaaS) as specified in the Specifications/Scope of Work section herein. The Commission is soliciting proposals from qualified firms with the capacity to provide a consolidated, hosted VoIP communication system for all Commission facilities. The new system must provide a single system in terms of dialing, feature access, and administration. Only centralized hosted solutions will be considered. The objective of this RFP is to establish the basic requirements for a Unified Communication as a Service (UCaaS) system and related services for the Commission. The specifications herein are intended to provide vendors with sufficient information to enable them to prepare a proposal in response to this RFP for a consolidated, hosted VoIP communication system. A summary of the required statement of work is contained in the Specifications/Scope of Work section of this Request for Proposals. The term of the contract awarded pursuant to this RFP is estimated to be for an initial one (1) year term with up to four (4) additional one year options at the Commission's discretion. This estimated contract term is subject to negotiation between the Commission and the selected Contractor. The Commission reserves the right to reject any or all proposal responses, waive any informality in the specifications or solicitation process, or to cancel in whole or in part this Request for Proposals if it is determined by the Commission that it is in the best interest of the Commission to do so.
