Description | The scope of work includes construction of a new membrane type building housing GAC and IX Resin filter vessels for PFAS removal, a new prefabricated metal building housing an automatic backwashing conventional filter, site piping and modifications inside the existing water treatment plant. PFAS BUILDING: 3,780 G SF FILTER BUILDING 1,764 G SF Estimated construction cost: $ 14,500,000. Bidding for this Project shall be restricted for General Contractors and all sub-trades, excluding plumbing, based on pre-qualification conducted by the Abington & Rockland Joint Water Works in accordance with MGL c.149, 44D 1/2 and 44D 3/4 . The list of prequalified General Contractors and Filed Sub Bidders has been attached to this advertisement The selected contractor shall furnish a performance bond and a payment bond in amount at least equal to one hundred percent (100%) of the contract price as stipulated in Section 00 72 00 GENERAL CONDITIONS of these specifications. Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of 4.2 percent D/MBE participation and 4.5 percent D/WBE participation by certified DBEs. The two low bidders shall submit completed DBE forms (EEO-DEP-190C, EEO-DEP-191C and the DBE Certification of United States Citizenship form) by the close of business on the third business day after bid opening. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. No waiver of any provision of this section will be granted unless approved by the Department of Environmental Protection (MassDEP). This project requires compliance with Massachusetts Diesel Retrofit Program [MDRP] by use of after-engine emission controls that are EPA certified, or their equivalent, on at least 100% of the off-road [non-registered] diesel vehicles/equipment used at the job site. |
