Description

Per the owner, as of December 8, 2022, an award has been made for this solicitation. A timeline for construction has not been determined. Closed solicitation has been included below for reference. ................. The City of Elkins, partnering with Woodlands Development Group, is currently soliciting statements of interest and qualification from qualified landscape architecture, design, and/or engineering firms to secure a contractor to complete a conceptual design for riverfront development in Elkins, West Virginia. The Background and Scope of Work is as described as follows: The Riverfront Development project formally began with studies on possible opportunities of development on the Tygart Valley River waterfront area in the city. Stakeholders and residents have expressed interest for development along this waterway for years. Some proposed components of the development plan as envisioned will include a foot trail along the water, benches for resting with mile markers, kayak docks, fishing piers, and interactive artwork along the trail, among other recreational opportunities and gathering spaces. The Riverfront Task Force is currently collecting input from residents to incorporate into future planning processes. This Request for Qualifications (RFQ) is meant to identify a design firm to work with the City and Riverfront Task Force to create and finalize a conceptual site development plan for the riverfront with associated project phasing and initial cost estimates. Please see the attached map of the proposed site for reference. The design work will be substantially completed within 90 days after the date of an agreed upon executed contract. Statements of Interest and Qualification should include: 1)Expression of interest 2) Statement of qualifications 3) Performance data and examples of previous relevant work 4) Anticipated concepts and proposed methods of approach to the project. 5) List of examples of costs for similar activities from past work 6) Contact information Additionally, Statements of Interest and Qualification should reflect the capacity to: 1) Assess and analyze the project site; 2) Design initial layout and conceptual design for the project site. Submissions will not be accepted after the stated closing date and time. The City of Elkins reserves the right to (1) Reject and or all submissions deemed incomplete or unsuitable for the City s needs after the review process is complete, (2) select the proposal which is deemed to be in the best interest of the City and its budget, timeline, and other factors, and to (3) negotiate with the selected firm the exact terms and conditions of the contract. Small, minority, and women-owned businesses are encouraged to submit a proposal. The method of contractor selection has not been determined at this time.
