PROPOSALS are requested for completion of the Otter Tail River Fish Passage Restoration Project, Otter Tail County, Minnesota. The project includes installation of rock riprap and other items in accordance with Drawings, Specifications, and other Contract Documents prepared by Houston Engineering, Inc., 1401 21st Avenue North, Fargo, North Dakota. Bids should be submitted on the Bid Proposal forms included in Section No. 1. Contract award will be based on the lowest and/or best qualified responsible Bidder, with the ability to complete the work within the specified time frame, or at the discretion of the Owner.
