Description

Prime Bidders listed below must be pre-qualified by the New Jersey Department of the Treasury, Department of Property and Management Construction, prior to the date that bids are received. Any bids submitted under the terms of New Jersey Statutes not including a copy of a valid and active Pre-qualified/Classification Certificate and New Jersey Department of Labor Contractor Registration Certificate may be rejected as being non-responsive to bid requirements. Bids must be addressed to the SALEM CITY BOARD OF EDUCATION; Administration Building; 205 Walnut Street; Salem, New Jersey 08079; Attn.; Herb Schectman, Business Administrator/Board Secretary. All bids received at the designated location on or before the designated time and date in this advertisement (or any addenda hereto), shall be opened and read publicly at the above time and date. The Prime Bidder assumes full responsibility for appropriate delivery (via whatever means, including mail) on or before the designated time and to the designated location. The District is not responsible for any bids that fail to be delivered on or before the designated time, and to the designated location specified by this advertisement, regardless of fault. Prime Bidders shall note that the SALEM CITY BOARD OF EDUCATION, NEW ROAD CONSTRUCTION MANAGEMENT, REGAN YOUNG ENGLAND BUTERA, PC,, PENNONI ASSOCIATES, INC. and their consultants shall not be responsible for the Prime Bidder's procurement of the Bidding Documents from third party agencies as the information and documents provided by these agencies may be incomplete and/or inaccurate. Furthermore, the SALEM CITY BOARD OF EDUCATION, NEW ROAD CONSTRUCTION MANAGEMENT, REGAN YOUNG ENGLAND BUTERA, PC., PENNONIASSOCIATES, INC. and there consultants shall not be responsible for error and omissions published by third party agencies Sealed bids shall be received as a SINGLE contract for all work, goods and services required to complete the project. The bid must identify the name or names of all subcontractors to whom the Prime Bidder will subcontract the furnishing of: (1) General Construction, (2) Plumbing and 4 Gas Fitting; (3) Heating, Ventilation, Air Conditioning and Refrigeration; (4) Electrical Work, 5 including any electrical power plant, tele-data, fire alarm, or security system; and (5) Structural 6 Steel and Ornamental Iron Work ("Prime Subcontractors"). Each of the Prime Subcontractors shall 7 be qualified in the same manner as the Prime Bidder, in accordance with the requirements of 8 N.J.S.A. 18A: 18A-1 et seq. If none are required, the Prime Bidder shall input "None" on the List 9 of Subcontractors. Sitework. o Foundations for home side bleachers w/press box, visitor side bleachers, and coordination of bleacher installation.. (Bleachers shall be furnished and installed on foundations by others under separate contract with the Owner). o Concession building with restroom facilities. o Installation of concession equipment. (Equipment shall be supplied by others). o Domestic water piping to concession building. o Sanitary sewer from concession building. o Power and communications to scoreboard. (Scoreboard shall be furnished and installed by others under separate contract with the Owner). o Electrical pathways and cabling to all improvements. o Football goalposts and relocation of existing goal post sleeves The Work shall include, but not be limited to, demolition, sitework, concrete, masonry, wood 27 trusses, insulation, standing seam metal roofing, hollow metal doors & frames, overhead doors, 28 toilet partitions, plumbing, HVAC and electrical. Construction shall begin on or about 01 May 2023and shall be substantially completed 23 on or before August 2023. The site shall be accessible to the contractors 24 hours per day, seven 24 days a week during the construction period. Bids must be made upon the official Form of Bid and shall include Bid Security in the form of a 27 certified check, cashier's check, or by Bid Bond drawn to the order of the Owner in the amount of 28 ten percent (10%) of the Base Bid but in no case in excess of $20,000.00, The bid shall also be 29 accompanied by an executed Consent of Surety in accordance with N.J-S.A. 18AT8A-25. agreeing 30 to furnish a Performance Bond and a Payment Bond, each in the stated principal amount of one 31 hundred percent (100%) of the contract amount, and a two-year Maintenance Bond in the amount 32 often percent (10%) of the contract amount. Contracts for work under these bids will obligate contractors and Subcontractors to (1) pay 35 Prevailing Wages in accordance with N.J.S.A. 34:ll-56(a) et. seq., (2) comply with equal 36 opportunity laws in accordance with N.J.S.A. 10:5-31 et. seq., (3) comply with Affirmative Action 37 laws in accordance with N.J-A.C. 17:27 and comply with Exhibit B of the Department of the 38 Treasury, Guidelines for Administering EEO in Public Contracts, (4) provide ownership disclosure 39 information per N.J.S.A. 52:25-24.2, (5) comply with New Jersey Business Registration laws in 40 accordance with N.J.S.A. 52:32-44 and (6) comply with any and all successors, amendments or 41 additions thereto. 42 43 Prime Bidders are required to comply with the requirements of the State of New Jersey Public 44 School Contract Law, N.J.S.A. Title 18A :18A. A Prime Bidder that withdraws or modifies his/her 45 bid prior to 60 days after the actual date of opening of bids may forfeit their bid security. All bid 46 security, except for the security of the three apparent lowest responsible Prime Bidders shall, if 47 requested, be returned after ten days from the opening of the bids, Saturdays, Sundays and holidays 48 excepted, and the bids of such Prime Bidders shall be considered as withdrawn. The SALEM CITY 49 BOARD OF EDUCATION will return the remaining Prime Bidders security in accordance with 50 N.J.S.A. 18A.T8A-36(a).
